    October 27, 2017 - Notice of Revisions to TANC Discount Rates

    Effective immediately, TANC will implement the following revisions to its COTP Transmission Discount Rates:

    • Annual Non-Firm -- $26,000 MW-YR
    • All other rates remain unchanged.

    October 18, 2017 - Advisory Notice of Anticipated TANC ATCID Revision

    TANC’s ATCID addresses how TANC determines Available Transfer Capability (ATC) for COTP transmission capacity under TANC’s Open Access Transmission Tariff (OATT). The TANC Members which participate under the TANC OATT do so under Project Agreement No. 5 (PA 5), which includes the Cities of Roseville, Redding, Santa Clara, the Modesto Irrigation District, and the Turlock Irrigation District.

    Since the ATCID became effective in 2011, TANC has determined ATC for transmission on the COTP, in part, by designating applicable TANC Members’ reservations of COTP transmission capacity as Native Load (NL), which is defined as “the firm capacity set aside to serve peak Native Load forecast commitments for the time period being calculated, to include losses, and Native Load growth, not otherwise included in Transmission Reliability Margin or Capacity Benefit Margin.” TANC’s 1990 Project Agreement No. 3 (PA 3) established the TANC Members’ respective Participation Percentages for reservation of COTP transmission. In this regard, TANC’s ATCID has always recognized that TANC Members hold grandfathered (GF) transmission rights as established pursuant to PA 3, but, for purposes of calculating ATC, those GF rights have been designated as NL under the terms of the TANC ATCID. Market conditions and changes such as California’s renewable resource mix transformation have prompted TANC to revisit and review this practice. Upon that review, TANC has determined that a correction to the TANC ATCID - to allow TANC to designate Members’ COTP transmission rights consistent with the terms of PA 3 - is warranted for the purpose of accurately stating ATC under TANC’s OATT. TANC has concluded that the NL designation for Members’ COTP transmission rights fails to reflect the transmission rights accorded to its members under PA 3 and results in an artificial limitation that PA3 never intended, and, therefore, TANC intends to use Members’ GF rights as the proper input to the ATC calculation as soon as practicable. To accomplish this change, TANC would continue to calculate available COTP transmission capacity under TANC’s OATT using the TANC ATCID, and the revised ATCID would designate Members’ reservations of COTP transmission capacity as GF, which is defined as “capacity set aside for grandfathered Transmission Service and contracts for energy and/or Transmission Service, where executed, prior to the effective date of TANC’s Open Access Transmission Tariff.” TANC would continue to post all available capacity on its OASIS. TANC anticipates that the change from NL to GF rights would not apply to ATC calculations until on or after January 1, 2018.

    Note: This change does notapply to the Sacramento Municipal Utility District (SMUD), which, while a TANC Member is not a participant in PA 5 and maintains a separate SMUD OATT and ATCID for its COTP rights and its owned high voltage transmission.

    June 27, 2017 - Notice of OATT Revisions

    Effective July 1, 2017 TANC will implement revisions to its OATT. The revisions include:

    • Schedule 7 and Schedule 8 Base Rate Changes
    • Non-Firm Annual product will be placed at a discounted rate of $28,000 per MW
    • All other currently discounted rates will remain in effect and unchanged

    June 26, 2017 - Notice of Revision to Ancillary Service Rates

    The SMUD Board of Directors has approved the revised SMUD OATT. Revisions to their Rate Schedules are effective July 1, 2017. Such changes will directly impact the Ancillary Service pass-through charges that are imposed by TANC, including Rates Schedules 1 and 2. Please refer to the new SMUD OATT for further details regarding these rate changes. The revised SMUD OATT can be viewed from the SMUD OASIS site under their Tariff folder.

    March 30, 2017 - Notice of Proposed Changes to TANC's Ancillary Service Rate Schedules 1 and 2

    Under the TANC OATT, TANC is required to provide, and the TANC Transmission Customers are required to purchase, “Schedule 1 - Scheduling, System Control and Dispatch Service” and “Schedule 2 - Reactive Supply and Voltage Control from Generation or Other Sources Service”. The Balancing Authority of Northern California (BANC) is the provider of these Ancillary Services on behalf of TANC. Applicable BANC rates are represented in Schedule 1 and Schedule 2 of the SMUD OATT as posted here on the SMD1 Transmission Service Provider OASIS site.

    On March 16, 2017, SMUD CEO & General Manager released a proposal to revise SMUD's OATT to ensure transmission rates reflect current costs. The newly proposed SMUD OATT contains updates to its Ancillary Service Rate Schedules 1 and 2; and, has been publically posted for review by the SMUD Board of Directors, as well as SMUD’s customers, community and the interested public. The proposal recommends SMUD Board approval of the revised OATT with an effective implementation date of July 1, 2017. A full copy of the proposed SMUD OATT can be accessed here.

    June 14, 2016 - Notice of OATI Software Outage for Tuesday, June 21, 2016 from 08:00 to 10:00 PST, Affecting BANC/SMD1/TANC

    On Tuesday, June 21st 2016, from 08:00 to 10:00 PST, SMUD will be conducting an upgrade to their webTrans software. During this time frame there will be a delay in the processing and approval of all e-Tags and Transmission Service Requests (TSRs) by BANC, SMD1, and TANC.

    This outage is expected to take approximately 60 minutes, but may last up to 2 hours. All e-tags and TSRs required during the outage timeframe must be submitted at least one-half hour (1/2 hour) prior to the outage start time.

    April 6, 2016 - Tagging Reminder Notice

    When scheduling TANC transmission services through the TRY500 POR/POD, WASN must be identified on the Tag as a TP. If WASN is not otherwise identified on the tag as a TP, the Transmission Customer must include a WASN TRY500-TRY500transmission segment as an additional line item on the Physical Path section of the RFI. Please refer to the Scheduling and Tagging Policies within the posted Business Practices for more details.

    March 9, 2016 - Regional Flow Forecast Tool

    As a result of the Northwest Power Pool Market Assessment and Coordination Initiative efforts and supporting company funding, a tool has been developed that provides a forecast of expected near-term flows on a set of WECC flowgates. The forecasts are computed projections of flows based upon current actual flows, generation forecasts, load forecasts and impedance base flow calculations using the system network model.

    Beginning on March 31, 2015, access to production forecasts was available for regional TSP & BA entities.

    Beginning on April 14, 2016, access to production forecasts will be available for all OATT customers of the supporting TSPs to paths included in the displays operated by the respective TSPs. This includes access for market function employees.

    Procedures for requesting access can be obtained from Peak Reliability. A link to the Peak Reliability site containing these procedures is found under the Documents area to the left.

    March 2, 2016 - Notice of Migration to webSmartOASIS for all TANC Transmission Customers

    OATi has implemented their new webSmartOASIS module in Production and will be phasing out their existing webOASIS product during May 2016. The new OATI webSmartOASIS module contains a new Graphical User Interface (GUI) and requires the use of Internet Explorer (IE) 11, Chrome, Firefox, or Safari.     December 3, 2015 - ATC Methodology

    BPA has requested clarification regarding the calculation and posting of ATC for the TANC TSP. In the spirit of FERC Order 889/889, TANC is posting this notice for the benefit of all TANC Transmission Customers.

    • TANC does not include counter flow transactions in their ATC calculations.
    • TANC does not perform postpacks of unscheduled Non-Firm Reservations.
    • Unscheduled Firm is posted back to TANCs Non-Firm ATC in the Scheduling and Operating Horizons based on the time definitions listed below. Postbacks are not performed in the Planning Horizon.
    • Scheduling Horizon = Current Hour + 2 Hours
    • Operating Horizon = End of Scheduling Horizon through the end of the WECC Prescheduling Calendar
    • Planning Horizon = End of Operating Horizon + 3650 Days

    IMPORTANT INFORMATION CONCERNING E-TAGGING RETIREMENT OF VERSION 1.8.1.1 FOR May 01, 2015

    The North American Energy Standards Board (NAESB) has scheduled the industry retirement of e-Tag version 1.8.1.1 to occur at 12:00 AM CST on Friday, May 01, 2015 (midnight between Thursday, April 30, 2015 and Friday, May 01, 2015), and has mandated that with the successful transition to the new e-Tag version, no older version e-Tags should be active beyond the retirement date and all remaining older version e-Tags must be terminated with a termination time no later than 12:00 AM CST, Friday, May 01, 2015.

    NAESB also requires all e-Tag Authority Service providers to automatically terminate any outstanding e-Tags using the old version that have not been terminated by Customers, so that they do not extend beyond the retirement date.

    While this notice is for informational purposes, it is important to note that older version e-Tags that have been terminated (by Customer or by the Authority Service) will not be automatically replaced by v1.8.2 e-Tags, and Customer action will be required to replace them with new e-Tags as needed.

    IMPORTANT INFORMATION CONCERNING E-TAGGING UPDATE SCHEDULED FOR MARCH 31, 2015

    The North American Energy Standards Board (NAESB) has scheduled the industry launch of e-Tag version 1.8.2 to occur at 1:00 AM CDT.

    For customers using the OATI webTagging system, the cutover to the new version will be based on the creation time of the e-Tags. E-Tags created prior to 1:00 AM CDT on March 31, 2015 will remain the older version, and will work as they do currently. E-Tags created on and after 1:00 AM CDT on March 31, 2015 will be the newer version e-Tags and will behave consistently with version 1.8.2 changes.

    In the event of issues encountered during the cutover, NAESB will make the decision to roll back the launch within 30 minutes of the cutover time and a rollback will be completed no later than 1 hour after the cutover time. NAESB has mandated that if a rollback is deemed necessary, e-Tags created after the cutover and up to the point of rollback must be terminated. The OATI Authority Service will be responsible for terminating the e-Tags for OATI customers.

    Note that tags created in version 1.8.1 for dates occurring after the cutover will be supported until May 01, 2015. At that time, all Version 1.8.1 tags still active will be terminated automatically by OATI. Another OASIS notice will be posted prior to the May 01 cutoff date.

    All customers who do not use the OATI software will need to follow up with their e-tag vendor for specific 1.8.2 update information.

    As a courtesy to the industry, the NAESB WEQ CISS has documented notable functionality changes between Version 1.8.1.1 and Version 1.8.2. This document is posted to the NAESB website and may be accessed at the following link: WEQ E-Tag 1.8.2 Specification

    Please be advised that a revision to the TANC OATI OASIS system has been made allowing for an "Original Request" designation for a non-firm Annual product. This will allow a potential transmission customer to purchase a non-firm Annual product on a sliding scale basis. As such an Annual product may be purchased with service beginning the 1st of any month January through December, and covering the next twelve months.
