    Current Events

    • New OASIS Website for Future, Merged NVE System - Nevada Power Company ("NPC") and Sierra Pacific Power Company ("SPPC") will soon be submitting an application for approval to merge the companies following the completion of the One Nevada Transmission Line ("ON Line") currently under construction and anticipated to be in service on December 31, 2013. In preparation for this merger, NV Energy will launch, today, May 22, 2013, a new public OASIS website for the merged company where all news, announcements and other information, including regulatory filings, concerning the future combined company can be found. NV Energy will continue to post additional information, e.g., Rules, Standards and Practices, to this site in advance of the merger in order to communicate to customers in an open and transparent manner. The new OASIS website is located at: http://demo.oasis.oati.com/NVE/index.html. Customers should check this website for informational postings which will be made periodically. Additionally, NV Energy is working with its software provider, OATI, to develop the secure portion of OASIS, which will be operational in the latter part of the year. Updates regarding the secure portion of the OASIS will be posted under the Current Events section of this site. While the merger is pending, NV Energy will continue to operate OASIS websites for NPC and SPPC. After the merger is complete, or at the appropriate stage of the merger process, this demonstration OASIS website will be converted to serve as the dedicated website for the merged company.     • Customer Meetings Scheduled - NV Energy is scheduling customer meetings to discuss the upcoming merger between Nevada Power Company and Sierra Pacific Power Company. NV Energy will be providing customers with overviews on the following topics: Merger of SPPC and NPC Utilities, Combined System Open Access Transmission Tariff, Consolidated Transmission Rate and Ancillary Services Rates, and Interim Procedures, including information regarding the OASIS home page for the merged company. NV Energy will also provide the opportunity for customers to ask questions and provide feedback. The customer meetings will be held in the following dates/locations: For Reno - May 23, 2013 at 1:00pm Pacific Time, 6100 Neil Road, Room B7, Reno, NV; For Las Vegas - May 24, 2013 at 1:00pm Pacific Time, 6226 W. Sahara Avenue, Meeting Room A, Las Vegas, NV. A phone bridge will be set up for each meeting and can be reached by calling 877-873-8018 and using Access Code 7509797.     • Transmission Service Agreements for transmission service commencing after Jan. 1, 2014 within the future, combined system: Nevada Power Company ("NPC") and Sierra Pacific Power Company ("SPPC") (NPC and SPPC, collectively "NV Energy") will soon be submitting various applications with the Federal Energy Regulatory Commission ("FERC") to request approval to merge the NV Energy, Inc, Operating Utilities, as well as establish an open access transmission tariff ("OATT") for the merged entity, which OATT will include the rates, terms and conditions of service for the merged entity. In accordance with commitments made in a Petition for Declaratory Order, filed in Docket No. EL13-14-000, NV Energy will also begin filing proposed Transmission Service Agreements for customers seeking to move forward with requests to obtain transmission service from the merged entity (subject to FERC's approval of the merger and the OATT for the merged entity). NV Energy also reviewed System Impact Studies and Facilities Studies which were conducted in 2012, pursuant to the posted interim process, for requests for service over the merged system following the completion of the One Nevada Transmission Line ("ON Line"). NV Energy has concluded that the results of those studies remain valid and, therefore, NV Energy will not conduct further re-studies. However, any cost estimates for facility upgrades or additions provided in those studies will be updated to reflect the most current cost estimates. Over the next several weeks, the Company will begin reaching out to customers whose requests for transmission service within the combined system (pursuant to the posted interim process) have been studied to determine whether the customer would like to enter into a Transmission Service Agreement.     • Proposed Tariff Changes Order Posted: Proposed Changes to Attachments N (Large Generator Interconnection Procedures) and O (Small Generator Interconnection Procedures) were filed with the FERC on December 31, 2012. On March 1, 2013, FERC issued an Order conditionally accepting in part and rejecting in part the proposed tariff changes. A Compliance filing was filed with the FERC on April 1, 2013 and revised on May 3, 2013. A copy of the revised filing is posted under the Tariff Changes folder.     • FERC Order on Order 1000 - NVE received an Order from FERC on its WestConnect filing in compliance with Order 1000. The FERC Order and the Original NVE filing on Attachment K changes are filed under the Tariff Changes folder.     • SPPC Rate Case Order Issued by FERC: FERC has accepted SPPC's rate case filing, suspending rates for five months, effective June 1, 2013 subject to refund. Rates for Schedule 1 (Scheduling, System Control and Dispatch Service) and Schedule 10 (Loss Compensation Service) are effective January 1, 2013, subject to refund.     • Proposed Changes to Schedule 4 FERC Order Posted: Proposed Changes to Schedule 4 (Energy Imbalance Service) were filed with the FERC on December 31, 2012. On March 1, 2013, FERC issued an Order in the proceeding. A Compliance filing was made with the FERC on April 1, 2013 and is posted under the Tariff Changes folder on the OASIS.     • NV Energy files Petition with FERC - NV Energy filed a Petition for Declaratory Order with the Federal Energy Regulatory Commission (FERC) on October 25, 2012 regarding its interim process for customers' requests for transmission service within NV Energy's anticipated consolidated BAA. The Petition is posted under OASIS Notices and News folder/News subfolder on both the NEVP and SPPC OASIS sites. An interim business practice, entitled Interim Procedure for TSR Requests across NVE BAAs, is posted under Current Business Practices.     • ON Line Status Update - On June 29, 2012, Nevada Power Company d/b/a NV Energy filed its triennial 2013 - 2032 Integrated Resource Plan ("2012 Resource Plan") with the Public Utilities Commission of Nevada ("PUCN"). The 2012 Resource Plan includes revised cost estimates for the One Nevada Transmission Line ("ON Line") based on an analysis of all information available to date, and provides an expected in-service date of no later than December 31, 2013. The ON Line construction budget has been revised from approximately $510 million to approximately $552 million before allowance for funds used during construction. The revised construction budget is based on current estimates of the most promising mitigation measures identified to date to address the wind-induced vibration issues that have delayed the project. The ON Line is under construction in Eastern Nevada and is jointly owned by NV Energy, Inc.'s operating utilities (which together own 25% of the ON Line) and Great Basin Transmission South LLC, an affiliate of LS Power (which owns the remaining 75%).     • Transmission Service Reservation Requests Procedures Update - Sierra Pacific Power Company (SPPC) and Nevada Power Company (NEVP) (both doing business as NV Energy) anticipate consolidating their respective Balancing Authority Areas ("BAA"). Transmission customers desiring service for Points of Delivery and Points of Receipt originating in one of the existing BAAs and terminating in the other may submit such requests for study prior to consolidation of the BAAs; however, service may not be requested to commence prior to such consolidation. Such requests shall be submitted in written form, along with all required information set forth in the NV Energy, Inc. Operating Companies' Open Access Transmission Tariff (OATT) for transmission service requests, and a deposit equal to one month of the zonal Point-to-Point Transmission rate specified in Schedule 7 of the OATT. Upon receipt of a completed request, NV Energy shall date stamp such request and process such request in date stamp order. Customers will not be required to submit an electronically submitted OATi OASIS request until the system is set up to accommodate such requests prior to consolidation of the BAAs.     • NITS on OASIS - Implementation of the Network Integration Transmission Service (NITS) program developed by OATi and wesTTrans Technical Committee Members in parallel with the NAESB NITS development is planned. The NITS program has been placed in service on the NV Energy Transmission Provider OASIS websites and a demo site is available for customers interested in training on their own.
