    August 1, 2017 - E-Tag POR/PODs and Source/Sink Name Changes

    In accordance with the revised Business Practices and ATCID posted on July 21, 2017, which became effective August 1, 2017, at 00:00, the Sacramento Municipal Utility District (SMUD) has implemented revised e-Tagging protocols for the Sacramento Municipal Utility District Transmission Provider (SMD1). These changes were made in order to:

    • Prepare for the implementation of Network Integration Transmission Service (NITS) under the Federal Energy Regulatory Commission (FERC) Order No. 676-H; and
    • Improve the monitoring and control of the SMUD System facilities.

    All e-Tags effective on or after August 1, 2017 must conform to the new e-Tag protocols. Non-conforming e-Tags will automatically be denied by SMUD. Please note that any e-Tags using SMD1 Transmission Service which extend beyond the implementation date of August 1, 2017 at 00:00, must be terminated as of midnight on July 31, 2017 and resubmitted using the new tagging protocols as noted below:

    • Lake POR/POD renamed to LAK230
    • RanchoSeco POR/POD renamed to RAN230
    • SMUD.System POR/POD renamed to SMUD.SYSTEM
    • SMUDSYS Source/Sink renamed to SMUD.GEN (Source) and SMUD.LOAD (Sink)

    July 21, 2017 - Notice of Revision to SMUD System ATC Paths ATCID (Effective August 1, 2017)

    SMUD has posted a revised SMUD System ATC Paths ATC Implementation Document (ATCID) with an effective date of August 1, 2017. In accordance with the revised document, SMUD will begin posting ATC for its SMUD System Paths (Area A) on an individual POR/POD basis (instead of on a path level basis).

    In summary, ATC's for the following POR/POD's will be posted individually on OASIS:

    • FOL230
    • ELV230
    • HUR230
    • NAT230
    • LAK230
    • RAN230

    and, ATC's for the following Paths will no longer be posted on OASIS:

    • WASN.SYSTEM

    July 21, 2017 - Notice of Revision to SMUD OASIS Business Practices (Effective August 1, 2017)

    SMUD has posted revised Business Practices which incorporate the products and services authorized by the SMUD OATT dated July 1, 2017. As detailed in the OATT, SMUD has expanded its product offerings to include PTP Transmission services on a Firm and Non-Firm basis for Yearly, Monthly, Weekly, Daily, and Hourly increments. These new Business Practices shall become effective August 1, 2017.

    The corresponding COTP Discount Rates shall be effective August 1, 2017:

    • Daily Non-Firm -- $74.00 /MW-Day

    June 26, 2017 - Notice of Revision to SMUD and TANC Ancillary Service Rates (Effective July 1, 2017)

    The recently approved SMUD OATT will directly impact the Ancillary Service charges that are imposed by SMUD and TANC, including Rate Schedules 1 and 2. Please refer to the Transmission Service Rates document for an overview of these rate changes. The revised SMUD OATT is also posted under the Tariff folder for reference.

    June 16, 2017 - Notice of Revisions to SMUD's Open Access Transmission Tariff (Effective July 1, 2017)

    On June 15, 2017, the SMUD Board of Directors approved the revised SMUD OATT. The revised OATT contains updates to the Service Schedules (Schedules 1 - 10), including:

    • Changes to the Ancillary Service Rates.
    • Changes to the Transmission Rates for Firm and Non-Firm Point-to-Point Transmission Service. (Note: Currently discounted rates will remain in effect and unchanged.)
    • Addition of an hourly Firm Point-to-Point Transmission product. Implementation date is pending Business Practice revisions.
    • Addition of a yearly Non-Firm Point-to-Point Transmission product. Implementation date is pending Business Practice revisions.

    March 30, 2017 - Notice of Proposed Changes to SMUDís Open Access Transmission Tariff

    Although SMUD is not a jurisdictional public utility subject to the Federal Energy Regulatory Commission (FERC) rate jurisdiction under Section 205 or Section 206 of the Federal Power Act, SMUD voluntarily adopted an Open Access Transmission Tariff (OATT) in February 2004. SMUDís OATT establishes the rates, terms, and conditions under which SMUD provides transmission service over its high voltage transmission facilities. Under the OATT, SMUD provides generator interconnection procedures, network transmission through the SMUD service territory, and point-to-point transmission service for SMUDís excess transmission to other entities that desire to transport energy over its transmission facilities.

    On March 16, 2017, SMUD CEO & General Manager released a proposal to revise SMUD's OATT to ensure SMUD's transmission rates reflect current costs and provide SMUD additional market and operational flexibility for its excess transmission capacity. Changes to SMUDís OATT have been publically posted for review by the SMUD Board of Directors, as well as our customers, community and the interested public. The proposal recommends approval of the revised OATT with an effective implementation date of July 1, 2017.

    The revised OATT contains updates to its Service Schedules (Schedules 1 - 10), including:

    • Changes in Ancillary Service rates.
    • Changes in wholesale transmission rates for Firm and Non-Firm Point-to-Point Transmission Service.
    • Addition of an hourly Firm Point-to-Point Transmission product.
    • Addition of a yearly Non-Firm Point-to-Point Transmission product.

    February 17, 2017 - Posting of Revised OATT and Attachment K

    Recently, FERC issued three orders that revise FERC's pro forma OATT. While SMUD is not a regulated public utility subject to FERC's rate jurisdiction under the Federal Power Act, FERC's orders apply to non-jurisdictional utilities (e.g. SMUD) that seek to comply with the reciprocity condition of an OATT. Therefore, SMUD has made modifications to its OATT consistent with the following three orders:

    • FERC Order 827:Eliminates the exemption for wind generators to provide reactive power. Accordingly, all newly interconnecting wind generators are required to provide reactive power as a condition of interconnecting.
    • FERC Order 828:Requires newly interconnecting small generating facilities ( <20 MW) to ride through off-nominal frequency and voltage excursions.
    • FERC Order 1000:Requires transmission providers to participate in a regional transmission planning process that produces a regional transmission plan and cost allocation. SMUD has joined WestConnect's Order 1000 regional planning process as a transmission provider member.

    Nov 28, 2016 - Notice of DAILY FIRM Transmission Available for SMUD COTP ATC Path in Dec 2016

    Effective December 9, 2016 the Sacramento Municipal Utility District Transmission Service Provider (SMD1) has posted for sale 50 MWof DAILY FIRMPoint-to-Point Transmission Service over the California-Oregon Transmission Project (COTP) facilities between the Captain Jack 500 kV and Tracy 500 kV substations as identified in the SMUD OATT and OASIS Business Practices as Area B - SMUD COTP ATC Path.

    June 23, 2016 - Revised NITS on OASIS Implementation Deadline

    Per FERC Docket No. RM05-5-022, FERC has granted an extension for Order 676-H NITS-related deadlines for all Transmission Providers. The compliance filing date and the deadline related to the posting and documenting of NITS arrangements have been extended until February 1, 2017. And, the full compliance implementation of all NITS related standards and requirements has been extended until March 1, 2017.

    June 14, 2016 - Notice of OATI Software Outage for Tuesday, June 21, 2016 from 08:00 to 10:00 PST, Affecting BANC/SMD1/TANC

    On Tuesday, June 21st 2016, from 08:00 to 10:00 PST, SMUD will be conducting an upgrade to their webTrans software. During this time frame there will be a delay in the processing and approval of all e-Tags and Transmission Service Requests (TSRs) by BANC, SMD1, and TANC.

    This outage is expected to take approximately 60 minutes, but may last up to 2 hours. All e-tags and TSRs required during the outage timeframe must be submitted at least one-half hour (1/2 hour) prior to the outage start time.

    April 6, 2016 - Tagging Reminder Notice

    When scheduling SMD1 COTP transmission services through the TRY500 POR/POD, WASN must be identified on the Tag as a TP. If WASN is not otherwise identified on the tag as a TP, the Transmission Customer must include a WASN TRY500-TRY500transmission segment as an additional line item on the Physical Path section of the RFI. Please refer to the Scheduling and Tagging Policies within the posted Business Practices for more details.

    March 7, 2016 - Regional Flow Forecast Tool

    As a result of the Northwest Power Pool Market Assessment and Coordination Initiative efforts and supporting company funding, a tool has been developed that provides a forecast of expected near-term flows on a set of WECC flowgates. The forecasts are computed projections of flows based upon current actual flows, generation forecasts, load forecasts and impedance base flow calculations using the system network model.

    Beginning on March 31, 2015, access to production forecasts was available for regional TSP & BA entities.

    Beginning on April 14, 2016, access to production forecasts will be available for all OATT customers of the supporting TSPs to paths included in the displays operated by the respective TSPs. This includes access for market function employees.

    Procedures for requesting access can be obtained from Peak Reliability. A link to the Peak Reliability site containing these procedures is found under the Documents area to the left.

    March 2, 2016 - Notice of Migration to webSmartOASIS for all SMD1 Transmission Customers

    OATi has implemented their new webSmartOASIS module in Production and will be phasing out their existing webOASIS product during May 2016. The new OATI webSmartOASIS module contains a new Graphical User Interface (GUI) and requires the use of Internet Explorer (IE) 11, Chrome, Firefox, or Safari. For more information regarding the migration from the existing webOASIS to the new OATI webSmartOASIS please contact the OATi Help desk at 763-201-2020.

    December 3, 2015 - ATC Methodology

    BPA has requested clarification regarding the calculation and posting of ATC for the SMD1 TSP. In the spirit of FERC Order 889/889, SMD1 is posting this notice for the benefit of all SMD1 Transmission Customers.

    • SMD1 does not include counter flow transactions in their ATC calculations.
    • SMD1 does not perform postpacks of unscheduled Non-Firm Reservations.
    • Unscheduled Firm is posted back to SMD1s Non-Firm ATC in the Scheduling and Operating Horizons based on the time definitions listed below. Postbacks are not performed in the Planning Horizon.
    • Scheduling Horizon = Current Hour + 2 Hours
    • Operating Horizon = End of Scheduling Horizon through the end of the WECC Prescheduling Calendar
    • Planning Horizon = End of Operating Horizon + 3650 Days

    In compliance with the NERC Reliability Standard MOD-032-1, the Sacramento Municipal Utility District Transmission Service Provider (SMD1) has posted the SMUD Model Data Requirements & Reporting Procedures which are effective on July 1, 2015.

    IMPORTANT INFORMATION CONCERNING E-TAGGING RETIREMENT OF VERSION 1.8.1.1 FOR May 01, 2015

    The North American Energy Standards Board (NAESB) has scheduled the industry retirement of e-Tag version 1.8.1.1 to occur at 12:00 AM CST on Friday, May 01, 2015 (midnight between Thursday, April 30, 2015 and Friday, May 01, 2015), and has mandated that with the successful transition to the new e-Tag version, no older version e-Tags should be active beyond the retirement date and all remaining older version e-Tags must be terminated with a termination time no later than 12:00 AM CST, Friday, May 01, 2015 .

    NAESB also requires all e-Tag Authority Service providers to automatically terminate any outstanding e-Tags using the old version that have not been terminated by Customers, so that they do not extend beyond the retirement date.

    While this notice is for informational purposes, it is important to note that older version e-Tags that have been terminated (by Customer or by the Authority Service) will not be automatically replaced by v1.8.2 e-Tags, and Customer action will be required to replace them with new e-Tags as needed.

    IMPORTANT INFORMATION CONCERNING E-TAGGING UPDATE SCHEDULED FOR MARCH 31, 2015

    The North American Energy Standards Board (NAESB) has scheduled the industry launch of e-Tag version 1.8.2 to occur at 12:00 AM CST.

    For customers using the OATI webTagging system, the cutover to the new version will be based on the creation time of the e-Tags. E-Tags created prior to 12:00 AM CST on March 31, 2015 will remain the older version, and will work as they do currently. E-Tags created on and after 12:00 AM CST on March 31, 2015 will be the newer version e-Tags and will behave consistently with version 1.8.2 changes.

    In the event of issues encountered during the cutover, NAESB will make the decision to roll back the launch within 30 minutes of the cutover time and a rollback will be completed no later than 1 hour after the cutover time. NAESB has mandated that if a rollback is deemed necessary, e-Tags created after the cutover and up to the point of rollback must be terminated. The OATI Authority Service will be responsible for terminating the e-Tags for OATI customers.

    Note that tags created in version 1.8.1 for dates occurring after the cutover will be supported until May 01, 2015. At that time, all Version 1.8.1 tags still active will be terminated automatically by OATI. Another OASIS notice will be posted prior to the May 01 cutoff date.

    All customers who do not use the OATI software will need to follow up with their e-tag vendor for specific 1.8.2 update information.

    March 2, 2015 - FERC 784 data posted

    In compliance with the FERC 784 order, the Sacramento Utility District Transmission Service Provider (SMD1) has posted historical Area Control Error (ACE) data for 2015 in one (1) minute and ten (10) minute formats as per the order requirements.
