Meeting notice for the Transmission Utilization Group Meeting
A number of Northwest and Southwest Transmission Providers are studying the utilization of the AC Intertie (COI). For several months each year, considerable capacity on the COI goes unused each day. For this reason, these Transmission Providers are looking for ways to increase the use of the COI. As part of this process, the Transmission Providers would like to hear what other interested parties think could increase COI usage.
All interested parties are invited to attend a meeting in Portland, Oregon on September 22, 2010, to present suggestions for improving COI usage. The meeting will be in the Multnomah Room at the PDX Conference Center at the Portland Airport from 9:00 a.m. to 12:00 p.m. A phone bridge will also be available for participants unable to attend in person. PGE has Deactivated Posted Paths at Bethel and Gresham
The PGE to Bethel and the PGE to Gresham OASIS Posted Paths and their respective opposites have been deactivated, and are no longer be posted as reservation paths. The paths will remain as scheduling paths mapped to PGE to PACW and PACW to PGE so they can still be scheduled if it ever becomes the practice between PGE and PACW to do so. (posted 07-07-2010)
PGE NITS on OASIS Project
PGE Transmission and Reliability Services is working on transitioning NITS functions to be performed on OASIS as proposed in FERC Order 890. This is known as our NITS on OASIS Project. When it is implemented the designation and termination of loads and resources will be performed on OASIS similar to how TSRs are performed presently. When fully implemented the entire NITS process of the Part III of the OATT will be performed on OASIS. Our intent is to be compliant with the proposed NAESB OASIS Standards addressing NITS on OASIS that will be sent to FERC for approval later this year. Our implementation will be consistent with FERC’s approval of these revised standards.
OATI is offering training to interested network customers to get introduced to this new process. PGE encourages all network customers to participate.

PGE to Remove Posted Paths at Bethel and Gresham
The PGE to Bethel and the PGE to Gresham OASIS Posted Paths and their respective opposites will be deactivated on July 7, 2010 and at that time will no longer be posted as reservation paths. The paths were posted, and ATC offered, on August 5, 2007. Transmission service has never been requested on these paths nor have schedules ever been transacted. The paths are presently mapped to the existing PGE to PACW and PACW to PGE paths so there will be no loss of capability or functionality when the reservation paths are removed from OASIS. The paths will remain as scheduling paths mapped to PGE to PACW and PACW to PGE so they can still be scheduled if it ever becomes the practice between PGE and PACW to do so. Notice to All Transmission Customers and Potential Customers
PGE Transmission has updated its Generator Interconnection Request Queue List on OASIS, to include separate columns that distinguish between the Requested In-Service Date and the Projected In-Service Date of the projects. It is our hope that this information will provide a more accurate perspective about the anticipated in-service date of the projects pending in our queue, particularly to the extent one or more of the projects may include transmission lines/upgrades that may need to be constructed in conjunction with such request(s)." Attention All PGE Network Transmission Customers
BPAT will be taking the Keeler to Pearl 500 kV transmission line out of service from April 13 through April 30, 2010 for scheduled maintenance. The outage of this line significantly reduces the capacity of the South of Allston Flowgate from 3100 MW down to 800 MW. Previous reductions of this magnitude have led to in-hour curtailments of import schedules being delivered over BPAT non-firm transmission to BPAT.PGE. PGE Transmission and Reliability Services strongly encourages all network transmission customers to use firm transmission service through BPAT during this period or have alternative methods in place to ensure their ability to serve load.

Colstrip Study Notice Posted
NorthWestern Energy, Avista Corporation, PacifiCorp, Portland General Electric Company, Puget Sound Energy and the Bonneville Power Administration commissioned an exploratory study (Colstrip 500 kV Upgrade Exploratory Study) to evaluate the potential for upgrading the Colstrip Transmission System and other Pacific Northwest Transmission Facilities to determine the increased transmission capacity from Colstrip to the Mid-C without constructing new transmission lines. Non Firm ATC Calculation Modified
The Non Firm ATC Calculation has been modified effective May 21, 2009 to subtract the transmission allocation of a Dynamic Transaction Type E-Tags instead of the energy profile value in the Scheduling and Operating ATC Horizons. Processing Requests for CEII Business Practice Revision Effective April 1, 2009
Processing Requests for Critical Energy Infrastructure Information (CEII) Business Practice was revised and posted to OASIS on April 1, 2009. This revision added a request form, requirements to complete the form and added a revised specific Non-Disclosure Agreement (NDA) for CEII. The new business practice, form and NDA are located in the Requests for CEII folder inside the Business Practices folder. (posted: 04/01/2009)
103LINKTOAC becomes 103LINKTOJD on November 1st.
Please be advised that commencing October 30, 2008 (to enable prescheduling for Nov 1st), our new Business Practice, ‘Use of Dual Segment Transactions on Linked Transmission Paths’ will become effective. This business practice describes how to tag linked path transactions within PGE’s system.
There are a couple of changes to your tagging practices that need to be understood. The previous dual segment transaction for the path from PGE to BPAT.PGE that had the Transmission Service Number (TSN), ‘103LINKTOAC’ had an assigned PSE of ‘PGEM’. The new TSN will be, ‘103LINKTOJD’ and the assigned PSE for the physical segment utilizing this number will now be 'PGE'.
Assigning PGE as the PSE will enable all of our customers to utilize the linked paths described in the business practice.
In summary:
• Use 103LINKTOJD as the OASIS Number on the physical segment from PGE to BPAT.PGE.
• Use PGE as the PSE on this segment.
• Only use 103LINKTOJD if it is linked to your PGE transmission from John Day to COB.
