Posted 01/14/10: Issues with Demand Check for Multiple-to-Multiple
Transmission Services is experiencing issues with its e-tag Demand check functionality for customers with a Multiple-to-Multiple contract who are tagging only with a specific A-Ref #. The Demand/Capacity check may allow customers to over-schedule their Multiple-to-Multiple transmission rights. Customers can monitor these rights in the CDE under Contract Portfolio Manager. We are working with the vendor to resolve the issue.
Posted 01/12/10: Missing Source/Sink Field on Resales
To properly encumber Available Transfer Capability (ATC) for Resales that are a year or longer in duration, the source/sink fields of the Resale TSR must be populated. If the source/sink fields are not populated, any firm Redirect of the Resale TSR will not receive the corresponding ATC credit from the parent Resale TSR.
The Reservation Desk will contact affected customers and work with them to fix current Resales that fall into this category. In the future, please populate the source/sink fields for Resale TSRs that are a year or longer in duration. If you have questions, please contact the Reservation Desk at (360) 418-8499.
Posted 11/25/09: Update on Incorrect E-Tag Failures and Tags that Reference Blanket Contracts
On November 23, 2009 Transmission Services' vendor implemented a code change in the TS scheduling system to address the issues with Incorrect E-Tag Failures and validation of Tags that Reference Blanket Contracts. In the event that you encounter any issues with this functionality, contact Real Time Schedulers or the Reservation Desk. Transmission customers remain responsible for managing all aspects of their firm and non-firm transmission service rights.
Posted 08/07/09: Curtailment Manager Used for West of Hatwaii and West of Garrison
Effective Immediately, Curtailment Manager will be used to curtail West of Hatwai and West of Garrison for in-hour and next hour. This change is due to a limitation in Curtailment Wizard in handling the complexities of POR and POD combinations across these paths. Curtailment Wizard will continue to be used on all other Interties and external interconnections.

Effective immediately, Transmission Services is discontinuing the use of Curtailment Manager for next-hour e-Tag Curtailments for all Interties and External Interconnections due to a system issue. Curtailment Manager will continue to be used to send Reliability Limit notifications on TSRs. OATI’s Curtailment Wizard will be used to curtail in-hour and next-hour e-Tags. Next hour Non-Firm e-Tags will be curtailed Last-In-First-Out (LIFO) based on the e-Tag submittal time. All Firm e-Tags will be curtailed Pro-Rata. Transmission Services is working with the vendor to resolve this system issue.
Posted 04/24/2009 Curtailments on SOA and NOH S>N At times, BPAT experiences high flows that affect the reliability of the South of Allston (SOA) and North of Hanford (NOH) flowgates in the South-to-North direction. Currently, BPAT manages sales on SOA and NOH in a North-to-South direction only. BPAT is developing modifications to ATC Methodologies and tools to add the South-to-North direction Flowgates. In the interim, BPAT will publish associated planned outages to OASIS Messages and real-time events to the Transmission System Events page. Also, BPAT will follow flowgate-based procedures on the SOA and NOH paths in the South-to-North direction to relieve congestion as necessary. Posted 05/23/08: OASIS Displaying Pending Non-Firm ATC Values On May 23, 2008 14:18 PPT, it was determined that the Non-Firm ATC values posted in the Non-Firm ATC column of the System Data Summary in OASIS is displaying Pending ATC values instead of Confirmed ATC values as specified in the FERC S&CP. OATI is currently working to correct this issue.
Posted 7/13/07: OASIS Temporary Suspension of Short-Term Firm Competition Market
Transmission Services discovered an issue with how the wesTTrans OASIS system (OASIS) implemented the competition rules for initiating competitions for the Short-Term Firm (STF) Market (see discretionary log #43708 posted on OASIS). As a result, Transmission Services has temporarily suspended STF competition and is currently working diligently with OATI to provide a solution that would allow OASIS to correctly perform STF competitions. STF requests will continue to be processed over OASIS. The suspension applies only to the competition aspect of STF ATC evaluations.
