    BPAT is deploying a minor change to Production webTrans in order to enhance the processing capabilities of the Portfolio Management XML query functionality. This change will be transparent to the use of Portfolio Manager, it is only a behind the scenes update in order to help improve the XML performance. There is no down-time or system interruption expected with this release.

    Posted 7/24/2015:   NITS Version 2.0 (WEQ 002-5.10.3)
    The new NITS Version 2.0 WEQ Standard will be fully implemented on the BPAT OASIS no later than April 24, 2016. In order to meet this implementation deadline, BPAT will be taking the following steps to fully implement the new standards:

    1. By October 24, 2015, BPAT will provide each existing NT customer specific information that BPAT intends to post on OASIS in the Version 2.0 NITS templates.
    2. BPAT NT customers will have 3 months to review the data and coordinate with BPAT to resolve any issues. Customer review and issue resolution must be completed by January 24, 2016.
    3. All NITS data will be posted to the Version 2.0 NITS templates by March 24, 2016.
    4. BPAT will enable all Version 2.0 NITS templates and functionality by April 24, 2016.
    5. Training will be provided in the spring of 2016. BPAT will provide instructions and/or procedures for navigating NITS 2.0 on OASIS at the time of training.

    The OATI webTag system will be upgraded to Release 18.2.003 between 06/02/2015 - 06/03/2015 starting at 17:00 PPT each evening. This release will not require a system outage, and users will not be logged out as part of the release process.

    BPAT will activate the SAMTS (coordinated group) functionality for LTF-YEARLY NT and LTF-YEARLY PTP products only at 12 noon PPT on May 13, 2015. The affected business practices will be posted prior to implementation.

    Posted 04/06/2015:   Suspension of Partial Offers of Less Than 12 Months to Long-Term Service Requests
    Effective immediately, BPAT is suspending making partial service offers of less than 12 months in duration to long-term firm requests as set forth in its current Partial Long-Term Firm Service Business Practice. BPAT is taking this action to reconsider its policy regarding these offers. BPAT expects the suspension to last approximately two months.

    BPAT is rescinding current offers of partial service less than 1 year in duration unless customer(s) who received those offers want to accept them and take the service. Offers that have already been confirmed by the customer on BPA's OASIS will not be rescinded.

    The suspension does NOT apply to partial offers that are 1 year or longer in duration. Customers receiving these offers must confirm the counteroffer on OASIS or BPAT will remove them from the queue.

    In the coming weeks, BPAT will solicit customer comment on its policy regarding partial offers that are less than 12 months in duration. Questions should be directed to the appropriate Transmission Account Executive or the BPAT Reservation Desk.

    Posted 3/18/2015:   Available Alarms in CDE for Next-Day Generation Estimates
    On April 20, 2015 at 09:00 PPT, BPA Preschedule Transmission Scheduling staff will no longer make courtesy phone calls to the Generator or its Scheduling Agent when their next-day Generation Estimate does not match the Sum of Schedules. Generators or its Scheduling Agents are required to submit Generation Estimates through the Customer Data Entry (CDE) in web Trans or the WECC Electronic Industrial Data Exchange (EIDE) as described in BPAT's Business Practices. Customers may set an Alarm in CDE called "Plant Deviation" to inform them when their Generator Estimate is not equal to the sum of schedules from the generator for the next day. Customers can also set the "Generation Estimate" alarm to be informed if a Generator Estimate is not received for the next day.     Posted 3/18/2015:   JOTS Automated Capacity Change Notification
    Effective April 20, 2015, BPAT will be implementing an automated process that utilizes email and/or EIDE communications to notify the Joint Owned Transmission System (JOTS) owners/Non Federal Participants (NFPs) when the Total Transmission Capacity (TTC) changes during the Next day and beyond Horizon. Owners/NFPs will only receive notification on paths which they have a contractual share. The automated email or EIDE notifications will allow owners/NFP's to receive information faster and more efficiently. The automated notification will replace the phone call from BPAT Capacity Desk when a change to the TTC occurs.

    Providers must complete all sections of the JOTS Automated Capacity Change Notification and submit it to the address contained in section 5 on the form. This form is to be used to update future information changes as well as to terminate email and/or EIDE notifications.

    To be notified via this automated email process, BPA must receive the form no later than April 10, 2015. Upon the effective date, notifications will be made solely via email and/or EIDE process. BPA will be holding a Customer Conference call on April 2, 2015 from 2:00 to 3:00 PPT to answer any customer questions. Any questions regarding this form or the email/EIDE processes can be directed to txcbs@bpa.gov.

    Posted 1/16/2015:   FERC 676-H
    This is a follow-up to the 1/7/15 BPAT Commercial Business Process Improvement (CBPI) conference call. BPAT gave some very general updates on upcoming changes required by FERC Order 676-H. Following that call, BPAT had a planning meeting with the BPAT vendor (OATI) and was able to fill in some details for this project.

    There are four items required by 676-H that involve changes to OASIS. Three of the four items will be delivered in an OASIS release scheduled for 1/28/15. These changes are:

    1. SAMTS (Service Across Multiple Transmission Systems)
    2. Reform of Rollover Rights for Redirects
    3. Changes required by the Entergy ruling

    These changes will be initially disabled. Customers should see no changes to how Transmission Service Requests are currently submitted or processed after the release. BPAT will pursue activation of SAMTS and Rollover Reform as separate implementation efforts. BPAT is considering the appropriate approach to take with the Entergy ruling. Further details of the plans for implementing these changes will be communicated in the February CBPI conference call and with an update to this posting.

    The fourth item involves compliance with new standards for Network Integration Transmission Service (NITS). Those OASIS changes are scheduled for April 2016.

    Posted 5/2/14:   Effective Immediately - OASIS Reservation Points Suspended
    Until further notice, BPA Transmission Services (BPAT) is suspending use of the following OASIS reservation points in the long-term market as a "source" for new long-term original transmission service requests on BPA's system:

    • RKYRCH230
    • RKYRCH230MIDCR
    • VALHALA115
    • VALHALA115DOPD
    • VALHALA115MIDC

    During this time, BPAT will invalidate original long-term requests submitted using these points as a source. BPAT will continue processing redirect, reassignment and rollover requests identifying one of these points as a source when the parent reservation uses the point as a source.

    BPA does not currently have the ability to provide additional long-term service from these points and needs to further consider the policies and agreements regarding service at these points before it can accept additional original long- term requests. BPAT is evaluating potential solutions. Once BPAT implements a solution, it will issue another notice that customers can again submit long-term requests using these points as a source.

    Other Mid-Columbia area points, including the points associated with the Columbia, Sickler, Vantage, and Midway substations, remain available for use as a source. If you have any questions, please contact the Reservation Desk at (360) 418-8499.

    Posted 4/2/14:   Transmission Reassignment Reporting Requirement
    This notice serves as a reminder to transmission customers of the obligation to accurately report information associated with transmission capacity reassignments, including but not limited to pricing information, on BPA's Open Access Same-Time Information System (OASIS). Customers reassigning transmission scheduling rights (Resellers) are required to report all reassignments on BPA's OASIS as per section 23.3 of BPA's tariff and section A.2 of BPA's Resale of Transmission Service Business Practice, v.10. Failure to report this information accurately can potentially lead to criminal sanctions under 18 U.S.C. § 1001, which makes it a crime for any person knowingly and willingly to make to any Agency or Department of the United States any false, fictitious or fraudulent statements.

    Pursuant to section 220 of the Federal Power Act, 16 U.S.C. § 824t, and Federal Energy Regulatory Commission (Commission) Order No. 768, BPA will begin filing capacity reassignment information in Electric Quarterly Reports (EQR) with the Commission in April of 2014. BPA will not be responsible for the accuracy of the information. If the Commission has questions regarding the accuracy of the information reported by the Reseller on BPA's OASIS, BPA will refer the Commission to the Reseller.

    Posted 2/13/14:   Update: Invalid Reservation Points for Transmission Service Requests on BPA Network
    BPAT deactivated the USCNDNBDRE230, NELWAY230, and WANETA230 points in OASIS on 02/12/2014. BPAT may reactivate these points, as needed, to modify how it models and reserves capacity for the Canadian Entitlement Return obligation required under the Columbia River Treaty. Customers may continue to use USCNDNBDRW500 and USCNDNBDRCNTGS for requesting transmission service on the west side of the Northern Intertie.
