Notice of termination of MAPP Loss
Repayment Policies, Effective 00:00 CST on Nov 1, 2004
Effective, 00:00 CST on November 1, 2004, the Western Area Power
Administration - Upper Great Plains Region (WAPA) will terminate
implementation of MAPP Loss Repayment Policies that became effective on
February 1, 2001, and will no longer require collection of 3rd party
losses by WAPA when WAPA is identified as the Source Scheduling
Participant (SSP) by the Transmission Customer. This change to
policy does not preclude MAPP members who were responsible for
providing MAPP losses prior to February 1, 2001 from continuing to
provide those losses.
With 30 day prior notification to change of policy, WAPA reserves the
right to reinstate MAPP LRP 3rd party loss collection procedure.

Revision & Large Generator Interconnection Procedures/Agreement
02/14/2005 Update
Western Area Power Administration has filed a non-jurisdictional modification to its Open Access Transmission Service Tariff (OATT) with the Federal Energy Regulatory Commission (FERC). This filing includes the standardized Large Generator Interconnection Procedures (LGIP) and Large Generator Interconnection Agreement (LGIA), as well as other adjustments to Western's OATT, including increasing the application processing fee to $3500 across all Western Regions to reflect current costs, and also restoring the deposit requirements in Sections 17.3 and 29.2 for requests of one year duration or greater.
An effective date of
Western's Upper Great Plains (UGP) Region will be working with entities that currently have pending requests in the UGP Generation Interconnection queue to transition them under the Large Generator Interconnection Procedures pursuant to Section 5.1 of the LGIP and the associated business practices posted on Western’s UGP OASIS site.

Western Area Power Administration (Western) is revising its Open
Access Transmission Service Tariff (Tariff). Western’s existing
Tariff was approved by the Federal Energy Regulatory Commission
(Commission) on April 12, 2002. Western intends to update certain
Tariff provisions, adopt the principal features of the Commission’s
Standard Large Generator Interconnection Procedures (LGIP) and Standard
Large Generator Interconnection Agreement (LGIA) consistent with
applicable law, and to make additional changes to further Western’s
mission and transmission marketing efforts. Western has published
a Federal Register notice available at

announcing a public meeting and an
opportunity for informal comments on Western’s revised Tariff prior to
filing with the Commission.
The revised Tariff, a summary of changes Western intends to make to its
existing Tariff, and information about the tariff revision process is

Update to Timing Requirements regarding E-tags

Posting of A/WAPA/YTW-YTP// and A/WAPA/YTP/YTW// Paths and Associated ATC's
Effective at 00:00 (Central Time) on 05/01/2002 (concurrent with the rate changes), the boundary of the Integrated System will extend to the Yellowtail (PacifiCorp) substation (New POR/POD of "YTP"). Western has posted the new "YTP" POR/POD and included this new point in the valid POR/POD combinations of the appropriate existing transmission paths. In addition, Western has posted two new transmission paths on its OASIS page : A/WAPA/YTW-YTP// and A/WAPA/YTP-YTW//. These paths represent the 230kV tie line between the Yellowtail (WAPA) substation and the Yellowtail (PacifiCorp) substation. Western, in its latest coordinated review of the Yellowtail substation cost allocations between the Western Upper Great Plains Region and the Western Rocky Mountain Region, has agreed that approximately 25% of the capacity of the 230kV tie line will be included in the Integrated System (IS) based upon the annual Yellowtail substation costs included in the IS rate. Therefore, the Upper Great Plains Region's share of the tie line is equal to a 120 MW TTC limit in either direction. Available Transmission Capacity (ATC) values will be posted on the two new paths.
WACM Control Area Scheduling
Requirements:
Transmission service from/to the new
POR/POD of "YTP" will still cross Western's Rocky Mountain Region
control area (WACM), and therefore, scheduling and tagging arrangments
will still need to be made with the WACM control area, in addition to
the WAUW and PACE control areas.

Note: Since the conversion of the Mid-Continent Area Power Pool (MAPP) Security Center to the Mid-West Independent System Operator (MISO) St Paul Security Center, Western’s submitted transmission outage schedules for the back-to-back DC Ties between MAPP and WSCC and Western’s facilities in the WSCC region have been omitted from the Transmission Outage Schedules posted on the MAPP OASIS. Therefore, until such time as these additional outage schedules are restored to the standard MAPP/MISO outage lists, Western will post these additional outage schedules on the WAPA OASIS page under the INFORMATION page, and at the following URL:

Modifications on a Non-Firm Basis (Redirect over Secondary POR's and POD's) (Updated: 9/3/2001)
Effective 12:00 Noon CDT, 6/18/2001
As outlined in Section 22.1 of the WAPA Open Access Transmission Service Tariff (Tariff), a transmission customer may request redirected service over Secondary POR's and POD's. The request to redirect confirmed Firm service on a Non-Firm basis over Secondary POR's and POD's must be made on the WAPA OASIS page. Due to current constraints on the MAPP OASIS, the request to redirect on a Non-Firm basis must be made as an "ORIGINAL" request, as the standard OASIS "REDIRECT" REQUEST_TYPE is presently not recognized by the MAPP backend processes. The "Secondary POR/POD Service" capacity type must be selected by the transmission customer when making a redirect request. The assignment reference number for the confirmed Firm transmission service request being redirected on a Non-Firm basis must be entered in the REQUEST field. (Note: Last sentence updated on 6/18/2001)
Clarification posted on 9/3/2001: At the present time (based on the inability to utilize the OASIS "REDIRECT" REQUEST_TYPE (as noted above), Western will allow multiple parent requests to be redirected on a Non-Firm basis. If multiple parent requests are redirected, the assignment reference for the first parent request shall be entered in the REQUEST field. The customer shall also include the assignment references for all the parent requests (and the capacity amounts redirected from each parent request) in the Comments field.
Redirect requests over Secondary POR's and POD's must meet the WAPA Timing Requirements, and will be accepted only if they pass the MAPP Impact Calculator and meet all other requirements as set forth in the Tariff and WAPA Timing Requirements. Redirect requests on the WAPA OASIS page will also be subject to the MAPP imposed restriction for submitting requests for transmission service to the WAUW.MPCO and WAUW.WACM service points, as noted in the MAPP "Miles City DC Tie Policy" posting under the "INFORMATION" link on the MAPP Schedule F OASIS page:

Criteria for Charging Scheduling and Dispatch Fee
As per Western's Open Access Transmission Service Tariff, the Western Area Power Administration - Upper Great Plains Region (WAPA) will charge a Scheduling and Dispatch (S&D) Ancillary Service fee for all transactions that involve the movement of energy into, out of or through the Upper Great Plains Region control area(s).
In applying the S&D fee the following notes of clarification will be applied:
1. A Scheduling and Dispatch (S&D) Fee for MAPP Service Schedule F will be applied in accordance with the Mid-Continent Area Power Pool (MAPP) tariff. Whomever purchases MAPP Service Schedule F transmission (listed as the Company under Customer Information on the OASIS request) for the movement of energy into, out of, or through the WAPA control area(s) will be assessed an S&D fee (see exception in item 5 below).
2. There is no additional S&D fee applied for transmission purchased under the WAPA tariff, as this fee is currently included in the transmission rate.
3. An S&D fee will be applied to those transactions that use transmission other than the WAPA tariff or MAPP F tariff but still require the movement of energy into, out of or through the WAPA control area.
4. The S&D fee is based on one fee per OASIS request per day. Multiple OASIS requests will each have their own S&D fee assessed.
5. MAPP has waived Schedule F transmission service charges for transmission purchases by, or deliveries to, the WAPA Network Service Customers. As such, WAPA will not assess an S&D fee for MAPP Schedule F purchases or deliveries that meet the same requirement, regardless of the transmission customer. These purchases serve Network load and would normally require Network service from Non-designated resources (a transmission product that MAPP does not currently offer), which would not incur any additional fee. Purchases from, or Deliveries from, these Network customers will be assessed an S&D fee based on the transmission customer on the OASIS request.

Policies and Procedures as required by MAPP Business Practices and
posted by MAPP at website: http://mapp.oasis.mapp.org/documents/MAPP/lrpchanges.html
dated 11/17/2000 with effective date of
12/18/2000.
The 3rd party losses required when WAPA is identified as the Source Scheduling Participant (SSP) will be supplied by the Transmission Customer based on the following guidelines These guidelines do not preclude the Transmission Customer and SSP from making other agreed upon arrangements, within the limits of Schedule F and the MAPP Policies and Procedures.
A. Losses are based on the energy scheduled, not the reservation.
B. A minimum of 1 MW of losses will be supplied, for positive loss percentages, or delivered, for negative loss percentages, for all energy transactions
C. Losses for On-peak energy schedules will be supplied On-peak, and losses supplied for Off-peak energy schedules will be supplied Off-peak. These losses should also be supplied on a percentage basis during the same hour(s) the energy is scheduled.
D. Losses for single hour energy schedules is equaled to Loss Matrix calculation X the energy scheduled (rounded to the nearest whole number, with a 1 MW minimum), and are to be supplied during that same hour.
E. Losses for multiple hour

F. Losses will normally be delivered at the POR. Losses scheduled from other then the POR will require a separate MAPP Schedule F reservation and where applicable will be charged a separate Scheduling and Dispatch fee.
G. Loss profiles will be different on days that are all Off Peak, as compared to normal week-days. Therefore, separate tags must be submitted for these days, in the event of a long term transaction that would include both types of days.

Item 1) Change in Yearly Firm ATC Postings, Partial Service Offerings, and Service Offers when posted ATC is zero
Based on the recent FERC Order issued in Docket No. EL98-29-001, Western is implementing several changes to its business practices, which will apply for all transmission requests queued after 12/27/00 @ 00:00 CST:
1) Long-term service offerings (including partial service offerings) for long-term Yearly Firm (YF) requests will be based on the minimum service available during the entire 12 month period for each yearly portion of the requested term, notwithstanding potential maintenance outages. Yearly Firm ATC's will be posted as the minimum amount of service available throughout the entire yearly term taking into account only reductions due to service being sold. Yearly Firm ATC's will not reflect potential maintenance reductions. Western will attempt to identify potential maintenance requirements to customers in the service agreements, however all transmission sold is subject to annual and other scheduled maintenance requirements. As noted in the Location of ATC Postings section below, Western currently posts ATC's on the MAPP OASIS page, and the current MAPP process posts the ATC's in a tabular summary (hourly, daily, and monthly), and the ATC's are automatically decremented as requests are received and approved by MAPP. Therefore, Western currently does not post Yearly Firm ATC's on the WAPA OASIS page as these ATC postings would not be concurrently decremented as MAPP automatically approves Schedule F requests that may impact the Yearly Firm postings. However, to indicate the amount of monthly service that would be available for long-term Tariff requests (ignoring potential maintenance outages), and to accommodate rollover of existing long-term transmission service under the Western Tariff, Western will post additional monthly ATC's on the Western OASIS page to reflect these amounts of potential service that cannot be included in the ATC postings on the MAPP OASIS page due to their automated process. Customers should utilize both sets of ATC postings to determine the total amount of service that potentially would be available for long-term requests under the Western Tariff.
2) Firm service requests will be reviewed regardless of the posted ATC's, per the Tariff requirements, such as in cases involving bumping of "conditional" requests for which ATC's have already been decremented, or where the customer requests Western to evaluate system additions or redispatch options. In the event that a customer requests Western to perform a system impact study, and the system additions or redispatch options make ATC available in the initial time periods that originally had inadequate ATC, Western will offer that amount of Firm service (contingent upon the other requirements in the Tariff), regardless of the initially posted ATC's.
3) In cases where the posted ATC's are insufficient to accommodate a Firm service request, there are no bumping options available to the customer, and insufficient lead time remains to allow Western to perform a System Impact Study and identify and implement the necessary system additions or redispatch options, the requests will be evaluated against the posted ATC's and if insufficient ATC exists then either partial service will be offered (if applicable, per the Tariff requirements) or the request will be refused.
4) For Short-term requests, if service is unavailable for the entire service increment requested, based on the ATC's posted on the MAPP OASIS page, the request will be refused. Western will not offer service at a higher priority service increment, when service is unavailable for the entire higher priority service increment initially requested.
5) Consistent with Western's prior business practice, Non-Firm service requests will be evaluated against the posted ATC's. Where insufficient ATC exists to accommodate the Non-Firm request, the request will be refused. Presently, all Non-Firm service requests must be made under MAPP Schedule F.
Western's prior business practices for partial service offerings (e.g. offering partial service based on a monthly pattern for a long-term yearly firm request) will apply to pending requests queued before the effective date above.

Item 2) Change in Scope of MAPP Schedule F, Change in Service available under Western's Tariff
"As of December 21, 2000 (the effective date of the MAPP Schedule F Scope change notification), transmission service under Western's Open Access Transmission Tariff for the East System facilities, Miles City Converter Station, and associated West System outlet lines for a duration of less than 1 year shall be requested under the Mid-Continent Area Power Pool's (MAPP) Open Access Transmission Tariff (MAPP service schedule F), on the MAPP OASIS page, instead of the Western Tariff, if the requested service can be provided under MAPP Schedule F Tariff provisions. Any transmission service requests submitted under Western's Tariff, that would qualify for MAPP service Schedule F, will be considered invalid, and will be denied in accordance with Western's obligations under the MAPP Restated Agreement as well as the requirements outlined in the latest MAPP Policies and Procedures for Transmission Operations document. Transmission service requests for long-term Yearly Firm service for a duration of 1 year or more under Western's Tariff will be accepted based on the November 20, 2000, Schedule F Scope change (section 2.1 of the MAPP Schedule F Tariff). Service not available under MAPP Service Schedule F (i.e. Point-to-Point service beyond 3 years from the current date, service requiring construction of transmission facilities, or Network Service) will be provided for under Western's Open Access Transmission Tariff, if available."

Western posted a "Policy for Adjustment Criteria for Network Charges" which describes the policy Western's Upper Great Plains Region is adopting for making corrections to historical transmission bills for Network transmission service over the Integrated System. Western posted a clarification regarding the timing requirement for receipt of the written Application and non-refundable processing fee (currently $1700) required for transmission requests of 1 (one) year or longer duration (see Western's Tariff, Sections 17.1-17.3 for Firm Point-to-Point transmission service, and Sections 29.1-29.2 for Network service) under the "Transmission Request Timing Requirements" link (Footnote 3 in the timing requirements table) on the WAPA OASIS page at http://mapp.oasis.mapp.org/documents/WAPA/WAPAtiming.htm. An adjustment to the Point-to-Point and Network Service transmission rates was posted under the "Current Rates" link on the WAPA OASIS page at http://mapp.oasis.mapp.org/documents/WAPA/WAPAcurrates.htm. The following letters are being sent to all existing transmission service customers explaining the rate adjustments:

Dear Point to Point Transmission Customer:
There is an adjustment on your bill for transmission service utilized in May of 2000. Due to adjustments that were required in Network Service Integration Transmission Service bills for the previous rate year, the rate calculation had to be performed again for the current rate year. As a result, the Point to Point transmission rate has been adjusted down for the rate year beginning 5/01/2000, and a credit has been placed on your current bill to adjust for this rate with respect to the service you received in May of 2000. A revised rate sheet has been posted to the OASIS site, and hard copies will be mailed to all Transmission customers.

Letter to Network Service Customers:
Dear Integrated System Network Transmission Customer:
There is an adjustment on your bill for service in June of 2000. Western discovered during a review of Point to Point Transmission contracts that a reservation was characterized as Short Term from May of 1999 to May of 2000, which should have been treated as Long Term. This occurred due to information on the OASIS, which was being used to perform billing, being in conflict with the formal application. The adjustment on your bill was calculated by adding this delivery into the Integrated System (IS) peak and then recalculating your network service charge for each month from May 1999 through April 2000. Since this adjustment changed the amount of Short Term Point to Point service during that period, the revenue credit that carries forward into the current rate year also required adjustment, thereby affecting the rates in this year. Therefore, your May 2000 bill was also recalculated with these new rates. A revised rate sheet has been posted to the OASIS site, and hard copies will be mailed to all Transmission customers.
We have taken steps to assure that discrepancies between OASIS information and the formal applications do not cause additional errors in the future. If you have any questions concerning this adjustment, please do not hesitate to call me at (605) 882-7501.

Please note the clarification (in bold) to the statement below (6/20/2000 posting) on the availability of Western's Tariff Service when MAPP Schedule F is not available.
(This policy SUPERSEDED 12/21/00 to reflect the November 20, 2000, FERC approval of a change to the Scope of MAPP Schedule F - See the 12/26/00 News posting above)
"As of June 20, 2000 (or the effective date of the MAPP Schedule F implementation changes), transmission service under Western's Open Access Transmission Tariff for the East System facilities, Miles City Converter Station, and associated West System outlet lines for a duration of 2 years or less shall be requested under the Mid-Continent Area Power Pool's (MAPP) Open Access Transmission Tariff (MAPP service schedule F), on the MAPP OASIS page, instead of the Western Tariff, if the requested service can be provided under MAPP Schedule F Tariff provisions. Any transmission service requests submitted under Western's Tariff, that would qualify for MAPP service Schedule F, will be considered invalid, and will be denied in accordance with Western's obligations under the MAPP Restated Agreement as well as the requirements outlined in the MAPP Policies and Procedures for Transmission Operations (June 20, 2000 Version). Service not available under MAPP Service Schedule F (i.e. Point-to-Point service beyond 3 years from the current date, service requiring construction of transmission facilities, or Network Service) will be provided for under Western's Open Access Transmission Tariff, if available."

The IS pathnames were updated on 6/25/2000 to comply with the naming requirements outlined in the FERC Order 638 and to make them consistent with the MAPP Schedule F implementation. The POR and POD names were also updated for consistency with MAPP. The current list of the IS pathnames and valid POR/POD combinations are shown in the following spreadsheet:

IS pathnames were updated recently due to changes in the POR/POD's
registered on NERC's TSIN page required for consistency with other
adjoining transmission providers for the E Tag version 1.7
implementation. New POR/POD's were added: CROSSOVER, GREATFALLS,
WAUW.SYSTEM, YTP, and YTW. CROSSOVER will
replace WAUW.MPCO.W. YTW (Yellowtail WAPA) will replace
WAUW.WACM.W. YTP (Yellowtail PacifiCorp) is a new point.
GREATFALLS (Interconnections between Western and Northwestern (formerly
Montana Power Company) near Great Falls, MT) is also a new point.
Some of prior POR/POD combinations will
be retained for a short time during the transition.
Note: At the present time NO change has been made to the POR/POD/PATH combinations for Miles City DC Tie MAPP Schedule F requests. MAPP/MISO still requires that the WAUW.MPCO and WAUW.WACM POR/POD's be utilized for Schedule F requests. MAPP/MISO will post a separate notice IF, or when, those points are replaced. The present feedback from MAPP/MISO is that these points will not be replaced.

Coincident with the MAPP Schedule F implementation change on 6/20/2000 (See "Current WAPA OASIS News" 6/20/2000 item above), Western began posting ATC's (next 3-1/2 years) for the constrained IS paths in MAPP on the MAPP OASIS page. Effective 12/27/00 @ 00:00 CST, as noted in the 12/26/00 News item above, Western will also begin posting additional monthly ATC's on the Western OASIS page to indicate the amount of monthly service that would be available for long-term Tariff requests (ignoring potential maintenance outages), and to accommodate rollover of existing long-term transmission service under the Western Tariff. Customers should utilize both sets of ATC postings to determine the total amount of service that potentially would be available for long-term requests under Western's Tariff. Western provides MAPP with the necessary ATC components, and with any updates required. MAPP reduces the posted ATC's to account for flow based/contract path based impacts of transmision requests. For requests submitted on the MAPP Schedule F page, MAPP does not require the customer to select a path for a MAPP Schedule F transmission request (only POR/POD) as it calculates the impact on all regional flowgates using a flow based calculation, and the impact on Border Contract Paths based on the POR/POD combination selected. MAPP accounts for the ATC impacts on internal path names which correspond to the path names posted on the Western OASIS page in the case of Border Contract Paths. The paths are posted on both the MAPP Schedule F OASIS page and the WAPA OASIS page, if necessary, as currently requests for < one (1) year (based on 11/20/2000 Schedule F Scope change) in duration must be made on the MAPP Schedule F page, and longer term requests must be made on the WAPA OASIS page. The actual Control Area-Control Area transfer capability of Western's other Control Area interface paths will be governed by MAPP's impact analysis of all the regional constrained paths. None of the Western's other Control Area-Control Area paths (listed under the "Provider Information" link on the WAPA OASIS page) are considered constrained and based on the FERC exception for MAPP, no ATC components are posted for the internal MAPP Control Area-Control Area paths.
The posted ATC's for the paths above are available on the following MAPP URL. The ATC's are posted for the operating horizon and planning horizon separately. The MAPP "ATC Postings" page includes links for both timeframes for both the flowgate paths (Flowgate ATC) and the Border Contract paths (Contract Path ATC). These links then bring up pages with listings of all the available flowgate and/or contract path postings. The customer should then select the desired path (based on the MAPP names above).
On the MAPP page above, the ATC components (TTC, TRM, CBM, ETC, etc) are also available for the planning horizon under the link "Individual Impacts - Planning Horizon (Long Term), and for the operating horizon under the link "Individual Impacts - Operating Horizon (Current/Next Day).
