1. Integrated System (IS) Facility Additions 

Western posted the following document outlining the basic philosophy of the IS owners for determining IS facilities:

2. Review of Generation Interconnection Requests on Out-of-Queue Basis 
Western, as the Transmission Provider, may perform an Interconnection Study, on an out of queue order, to the extent allowed by Good Utility Practice based upon: 1) the electrical remoteness of the Generating Facility or 2) the request of the Interconnection Customer, if the Transmission Provider concurs with the request and has the resources to do the study provided the Interconnection Customer accepts the financial risk that study resources may be reassigned, that its Interconnection Request is subject to review and restudy in queue order, and that its LGIA may be amended to reflect a reassignment of upgrades as Interconnection Studies of higher queued Interconnection Requests are completed.

3. Review of Transmission Service Requests 

In cases where Western determines that transmission service requests can be decoupled (i.e. they don't impact each other significantly, are in different areas such as the West-side vs. East-side of the IS, are sufficiently small in magnitude such that their impacts to the transmission system are under the allowable facility impact thresholds, or are in a couterflowing and beneficial direction to prior-queued requests), Western will proceed with those requests without conflicts that can be studied and processed, if possible, on a parallel basis to studies for the conflicting requests (which must be resolved one by one in queue order).

5. Criteria for Charging Schedule and Dispatch Fee 

As per Western's Open Access Transmission Service Tariff, the Western Area Power Administration - Upper Great Plains Region (WAPA) will charge a Scheduling and Dispatch (S&D) Ancillary Service fee for all transactions that involve the movement of  energy into, out of or through the Upper Great Plains Region control area(s).

In applying the S&D fee the following notes of clarification will be applied:

1.  There is no additional S&D fee applied for transmission purchased under the WAPA tariff, as this fee is currently included in the transmission rate.

2.  An S&D fee will be applied to those transactions that use transmission other than the WAPA tariff but still require the movement of energy into, out of or through the WAPA control area.

3.  The S&D fee is based on one fee per OASIS request per day.  Multiple OASIS requests will each have their own S&D fee assessed.

6. Iterative System Impact and Facilities Study Business Procedures 

A clarification of the IS owners business practices related to System Impact Study and Facilities Study procedures and related status communications is outlined in the following document:

7. Modifications on a Non-Firm Basis (Redirect over Secondary POR's and POD's) 

As outlined in Section 22.1 of the WAPA Open Access Transmission Service Tariff (Tariff), a transmission customer may request redirected service over Secondary POR's and POD's.  The request to redirect confirmed Firm service on a Non-Firm basis over Secondary POR's and POD's must be made on the WAPA OASIS page.  The request to redirect on a Non-Firm basis must be made as an "REDIRECT" request.  The "Secondary POR/POD Service" capacity type must be selected by the transmission customer when making a redirect request.

Redirect requests over Secondary POR's and POD's must meet the WAPA Timing Requirements, and will be accepted only if they pass the MAPP Impact Calculator and meet all other requirements as set forth in the Tariff and WAPA Timing Requirements.

8. OASIS ATC Posting/Transmission Service Offerings

Western posted the following changes in its OASIS business practices under the "UGPR News" items under the 12/26/2000 entry:

1) Change in Yearly Firm ATC Postings, Partial Service Offerings, and Service Offers when posted ATC is zero

Based on the FERC Order issued in Docket No. EL98-29-001, Western is implementing several changes to its business practices, which will apply for all transmission requests queued after 12/27/00 @ 00:00 CST:

1) Long-term service offerings (including partial service offerings) for long-term Yearly Firm (YF) requests will be based on the minimum service available during the entire 12 month period for each yearly portion of the requested term, notwithstanding potential maintenance outages.  Yearly Firm ATC's will be posted as the minimum amount of service available throughout the entire yearly term taking into account only reductions due to service being sold.  Yearly Firm ATC's will not reflect potential maintenance reductions.  Western will attempt to identify potential maintenance requirements to customers in the service agreements, however all transmission sold is subject to annual and other scheduled maintenance requirements.  Western currently posts ATC's on the MAPP OASIS page, and the current MAPP process posts the ATC's in a tabular summary (hourly, daily, and monthly), and the ATC's are automatically decremented as requests are received and approved by MAPP.

2) Firm service requests will be reviewed regardless of the posted ATC's, per the Tariff requirements, such as in cases involving bumping of "conditional" requests for which ATC's have already been decremented, or where the customer requests Western to evaluate system additions or redispatch options.  In the event that a customer requests Western to perform a System Impact Study, and the system additions or redispatch options make ATC available in the initial time periods that originally had inadequate ATC, Western will offer that amount of Firm service (contingent upon the other requirements in the Tariff), regardless of the initially posted ATC's.


3) In cases where the posted ATC's are insufficient to accommodate a Firm service request, there are no bumping options available to the customer, and insufficient lead time remains to allow Western to perform a System Impact Study and identify and implement the necessary system additions or redispatch options, the requests will be evaluated against the posted ATC's and if insufficient ATC exists then either partial service will be offered (if applicable, per the Tariff requirements) or the request will be refused.


4) For Short-term requests, if service is unavailable for the entire service increment requested, based on the ATC's posted on the MAPP OASIS page, the request will be refused.  Western will not offer service at a higher priority service increment, when service is unavailable for the entire higher priority service increment initially requested.


5) Consistent with Western's prior business practice, Non-Firm service requests will be evaluated against the posted ATC's.  Where insufficient ATC exists to accommodate the Non-Firm request, the request will be refused.

Western's prior business practices for partial service offerings (e.g. offering partial service based on a monthly pattern for a long-term yearly firm request) will apply to pending requests queued before the effective date above.

9. Mid-Continent Area Power Pool (MAPP) Regional Policies and Procedures

Western and the other Integrated System (IS) owners are members of MAPP.  MAPP has developed a set of policies and procedures for transmission operations that provides information on how MAPP transmission service providers administers transmission service.  This document also outlines requirements the individual MAPP member transmission service providers observe, as applicable, when offering transmission service under its Open Access Transmission Tariff (OATT).
