Revenue Meter Policy

Western Area Power Administration, Desert Southwest Region (DSW) has recognized the growing customer needs to obtain revenue meter data from DSW for purposes other than billing. The following metering requirements expand and formalize the present DSW practice relating to customer access to DSW revenue meters, installation, and maintenance of revenue meters for customers, metering backup, and availability of revenue meter data to third parties. This memorandum establishes DSW's revenue meter policy.


Customer Access to DSW Revenue Meters

Upon request, DSW will provide customers with isolated pulse (KYZ) outputs for Watt and Var quantities from revenue meters that are operated and maintained by DSW. DSW customers shall not directly interrogate revenue meters that are operated and maintained by DSW. However, DSW will allow customers to install KYZ interface devices (e.g. Datastarä ) which the customers can directly interrogate and retrieve load profile data. Customers may install the KYZ interface devices on their interface racks or control panels located in DSW facilities. If the devices need to be installed on DSW's control panels or interface racks, DSW will perform the installation for the customers at their expense. DSW can provide the customers UTS MV90 load profile data via the Internet and electronic file transfer, or by mail in the form of electronic files stored in diskettes or hard copy printouts. All costs associated with preparing, reporting, and making load profile data available, shall be paid by the requesting customers. All requests relating to access of KYZ outputs of DSW revenue meters and availability of load profile data shall be made in writing to the Transmission Scheduling and Power Accounting Manager (G4200), Western Area Power Administration, Desert Southwest Region.



Installation of Customer Meters

DSW customers may request installation of separate meters in conjunction with DSW's revenue meters for non-billing purposes (e.g. monitoring and load profiling). DSW may grant the request if the installation of a customer meter meets the following requirements:

  1. Revenue metering accuracy is maintained

  2. Panel space is available

  3. Burdens of DSW's current transformers are not exceeded.

Customers that opt to install non-billing meters shall agree to a contract with DSW acknowledging that DSW's revenue meters will be the primary "meters of record" for all billing and scheduling purposes. The installation of customer meters, including communications interfaces, on control panels that are maintained and operated by DSW shall be conducted by DSW technicians. The customers shall be responsible for the procurement of the meters and for the cost of engineering design and installation.



Maintenance Responsibility of Customer Meters

The customers shall have sole financial responsibility for the maintenance of their meters. If requested by customers, DSW has the option to accept or deny the maintenance responsibility of customer meters. Should DSW opt to maintain the meters, the customers shall be responsible for the cost of labor and materials incurred by DSW. In maintaining customer meters not common to DSW, the customers shall be financially responsible for technician training and procurement of the required maintenance tools and manuals. Should the customers opt to maintain the meters, DSW shall be notified in advance of all maintenance work and service calls. A DSW representative shall be present on site before the customers can do any work on the meters. The customers shall allow DSW to verify the accuracy and factory acceptance test results of the meters. DSW representatives shall be allowed to witness meter calibration and accuracy tests performed on site. DSW will reserve the right to disconnect customer meters, upon notice to customer, whenever safety and technical concerns arise.



Back-up Revenue Metering

DSW shall have the option to use the data from customer meters for DSW's billing and load profiling purposes in the event DSW's primary revenue meters malfunction. The required data from customer meters shall be provided to DSW as requested. DSW may obtain the data by calling the customer meters wherever possible or by mail from the customer in the form of diskettes or hard copy printouts at no cost to DSW.



Availability of Revenue Meter Data to Third Parties

DSW has been contracted by its customers to operate and maintain revenue meters and collect data from them. Data from These meters are proprietary and therefore cannot be shared with any third party without the permission of the DSW customer involved. Any third party interested in obtaining proprietary revenue meter data shall directly contact the customer that owns the data.
