PUBLIC NOTICE

ADJUSTMENT OF TRANSMISSION RATES

EFFECTIVE MAY 1, 2010

The Board of Directors (“Board”) of the Salt River Project Agricultural Improvement and Power District (“SRP”) has approved adjustments to rates for ancillary services, point-to-point transmission, and the annual transmission revenue requirement for network integration transmission service (“Rate Adjustments”). In a separate process, the Board also has approved adjustments to the SRP standard electric price plans for retail sale of electric service.

These Rate Adjustments are based on SRP accounting data, unbundled revenue analysis, power operations data, audited financial and accounting records, and budgets.

All adjustments will be effective May 1, 2010.

March 8, 2010

Path 54 Upgrades

SRP recently completed Path 54 (Coronado-Silverking) upgrades with the energization of a second 345/500kV transformer at Coronado. The addition of the new transformer allows for an increase in TTC from Coronado-Silverking from 1382 MW to 1494 MW and from Silverking-Coronado from 1310 to 1364 MW. The changes in TTC will become effective on SRP’s OASIS March 9, 2010 HE 1.

FOURTH QUARTER STAKEHOLDER PLANNING MEETING

Salt River Project (SRP) and Arizona Public Service Company (APS) will hold a joint 4th Quarter Public Planning Meeting on December 18, 2009, 9:00 a.m. – 12:00 noon MST. The meeting location is the Salt River Project - Power Operations Building, 6504 E. Thomas Road, Scottsdale, AZ 85251 – Mesquite CR. The agenda and map are posted in the Transmission Planning folder, and includes instructions for attending via conference call.

NOTICE TO ANPP VALLEY TRANSMISSION SYSTEM INTERCONNECTION CUSTOMERS

Large Generator Interconnection Procedures to be effective November 9, 2009

The ANPP Valley Transmission System Project (ANPP VTS) Participants have developed new generator interconnection procedures. The procedures apply to generators over 20 MW seeking interconnection to any ANPP VTS facility. The procedures are modeling on the Federal Energy Regulatory Commission’s Standard Large Generator Interconnection Procedures, with modifications as needed for unique characteristics of the ANPP VTS, the nature of joint participation projects with several owners, and the different jurisdictional requirements of the ANPP VTS Participants.

These ANPP VTS Large Generator Interconnection Procedures will become effective November 9, 2009.

Please review Section 5 for information about interconnection requests submitted prior to the effectiveness of these new procedures.

October 2, 2009

On October 1, 2009 SRP increased the TTC on the Coronado to Silverking 500 kV line from 1133MW to 1382 MW. The increase in TTC is a result of transmission upgrades in anticipation of SRP’s construction of Springerville 4. The upgrades include shunt capacitors in the valley and series compensation on the Coronado to Silverking 500kV line.

These SWV Large Generator Interconnection Procedures will become effective September 21, 2009.

The procedures are modeling on the Federal Energy Regulatory Commission’s Standard Large Generator Interconnection Procedures, with modifications as needed for unique characteristics of the MPP, the nature of joint participation projects with several owners, and the different jurisdictional requirements of the several MPP Participants.

These MPP Large Generator Interconnection Procedures will become effective September 21, 2009.

NEW SUGARLOAF TRANSMISSION

On July 20, 2009 the new SRP Sugarloaf 500kV Substation was energized to the APS 69kV system. The Sugarloaf Substation bifurcates the SRP Cholla to Coronado 500kV line. As a result of the bifurcation and the tie into the APS system, studies were performed to determine the bidirectional TTC ratings of the new Cholla-Sugarloaf and Sugarloaf- Coronado 500kV lines.

Cholla-Sugarloaf 496 MW

Sugarloaf-Coronado 477 MW

Coronado-Sugarloaf 171 MW

Sugarloaf-Cholla 110 MW

No later than 1600 MST on July 31, 2009 SRP will adjust existing paths to include Sugarloaf as well as post new paths that use Sugarloaf as a POR or POD. None of these changes will have any impact on customers holding reservations across the Cholla to Coronado 500 kV line or the Coronado to Cholla 500 kV line.

ELDORADO SYSTEM: MEAD 230-ELD230-ELD500-MOH500 TRANSMISSION AVAILABILITY

SRP is offering 158 MW bidirectional Point-To-Point Transmission Service on the Eldorado System, which is comprised of Mead 230-Eldorado 230-Eldorado 500-Mohave 500 paths, each of which can be a Point of Receipt and/or a Point of Delivery.

SRP will sell up to 158 MW on the Eldorado System in monthly and yearly increments beginning on July 1, 2009, through regular OASIS postings and procedures. SRP will accept Transmission Service Requests for service for September 2009 through July 2010.

Transmission Customers may directly contact Mike Pfeister at 602-236-3970 for service requests for July and August 2009.

SRP will soon post a Business Practice for use of the SRP transmission rights on Eldorado System.

SRP advises potential transmission customers that all use of SRP transmission rights on the Eldorado System are subject to certain California Independent System Operator (CAISO) tariff charges and requirements, as follow:

1.) Charges: An SRP transmission customer using SRP transmission rights on the Eldorado System may be directly billed by the CAISO for certain CAISO tariff charges, including Grid Management Charges, Ancillary Services 1 and 2, and losses, among others. If any of the CAISO charges billed to the customer are duplicative of SRP regular tariff charges associated with use of SRP Point-to-Point transmission service, such as Ancillary Services 1 and 2, and losses, SRP will forebear from assessing such charges to SRP customers so that such customers are not charged twice for the same services. All CAISO charges that are unique to the CAISO, such as the Grid Management Charge, are the sole responsibility of the SRP customer, and SRP will not undertake any responsibility in any way for such charges, such as an involvement with invoicing or payment or disputes. Any regular SRP tariff charges that are not duplicative of CAISO charges, including applicable SRP charges set out in the SRP tariff schedules 7 and 8, will be assessed by SRP in accordance with its then current OASIS rates.

2.) Scheduling: An SRP transmission customer using SRP transmission rights on the Eldorado System must be a registered CAISO Scheduling Coordinator (SC) and conduct scheduling of such Eldorado System transmission rights in accordance with CAISO SC requirements. SRP takes no responsibility for any aspect of such scheduling.

3.) Electronic Tagging: Upon receipt of a Customer Confirmation of an SRP acceptance of a Transmission Service Request for purchase of SRP transmission rights on the Eldorado System, SRP will supply customer a “Contract Reference Number” (as provided by the CAISO) that such customer can use for electronic tagging of related transmission schedules with the CAISO. SRP takes no responsibility for any aspect of any such electronic tagging with the CAISO.

NEW SRP OATT EFFECTIVE JULY 1, 2009

As indicated in a May 6, 2009 notice inviting public comment, SRP has prepared modifications to its OATT to correct non-substantive typographic errors, clarify certain provisions and add new provisions consistent with industry changes and the FERC pro forma OATT. The SRP Board of Directors, on June 1, 2009, approved the revised SRP OATT. This revised SRP OATT is posted in the ‘Tariff’ folder on the SRP OASIS homepage. The revised SRP OATT is effective July 1, 2009.

NOTICE TO ANPP INTERCONNECTION CUSTOMERS: ANPP HIGH VOLTAGE SWITCHYARD

The ANPP High Voltage Switchyard participants have developed new generator interconnection procedures. These procedures apply to generators over 20 MW seeking interconnection to the Palo Verde or Hassayampa High Voltage Switchyards. The procedures are modeled on the Federal Energy Regulatory Commission’s Standard Large Generator Interconnection Procedures, with modifications as needed for unique characteristics of the ANPP High Voltage Switchyard, the nature of joint participation projects with several owners, and the different jurisdictional requirements of the various ANPP owners.

These ANPP Large Generator Interconnection Procedures will become effective on June 15, 2009.

June 3, 2009

On June 2, 2009, the rating on the Mead-Perkins-Westwing 500kV Transmission Line was increased from 1300 MW to 1923 MW in both directions due to series capacitor upgrades and the permanent bypass of the Perkins phase shifters. All participants have increased their TTC in OASIS to reflect the rating change. SRP TTC has increased from 236MW to 349MW.

May 27, 2009

On June 2, 2009, the rating on the Mead-Perkins-Westwing 500kV Transmission Line will be increased from 1300 MW to 1923 MW in both directions. The rating increase is due to upgrades to the Mead-Perkins series capacitors as well as the permanent bypass of the Perkins phase shifters. Participants of this line will appropriately adjust their individual TTC values no later than June 1, 2009 to become effective on June 2, 2009.

SRP PROPOSES TO IMPLEMENT UNRESERVED USE BUSINESS PRACTICE

When its current OATT became effective on March 31, 2008, SRP specifically deferred implementation of unreserved use charges until a business procedure was developed. SRP is considering a business procedure based on those presently used by other western utilities. The resulting business practice is posted on the SRP OASIS homepage under the ‘Draft for Customer Review’ subfolder of the ‘Business Practices’ folder. SRP would initiate any such billing for unreserved use of the transmission system (overrun charges) concurrently with the effective date set by the SRP Board of Directors for a new OATT with modifications as proposed below.

SRP PROPOSES TO MODIFY OATT

SRP is preparing modifications to the current SRP OATT to correct non-substantive typographic errors, clarify certain provisions and add new provisions consistent with industry changes and the FERC pro forma OATT. While SRP has not completed its review, the major changes identified to date include clarification of SRP Network Integrated Transmission Service facilities, elimination of language inconsistent with the provision of intra-hour reserving and scheduling of transmission service and modification of Attachment K: Transmission Planning Process, consistent with FERC and industry modifications.

A table of proposed changes and the red-lined SRP Comparability OATT showing the proposed changes is posted in the ‘Tariff’ folder on the SRP OASIS homepage.

Salt River Project (SRP) and Arizona Public Service Company (APS) will hold a joint 2nd Quarter Public Planning Meeting on June 9, 2009, 9:00 a.m. – 12:00 noon MST, pursuant to Section II.B of Attachment K of SRP’s Open Access Transmission Tariff (“OATT”) and Section II.B of Attachment E of APS’s OATT.

The final agenda is posted in the Transmission Planning folder and contains the registration form. Those planning to attend should complete and turn in the meeting registration form by June 1, 2009.

OASIS NOTICE FOR SRP TRANSMISSION CUSTOMERS

SRP is reviewing all Point-to-Point (PTP) transmission paths posted on the SRP OASIS for conformity with the SRP Board of Directors-approved tariff. In compliance with the tariff, effective immediately, SRP will no longer post any PTP paths that include one or more segments on the SRP 230 kV – 69 kV network system in the Phoenix Valley.

SRP 2009-2018 TEN-YEAR TRANSMISSION PLAN

On January 30, 2009, SRP filed its 2009-2018 Ten-Year Transmission Plan with the Arizona Corporation Commission under Docket No. E-00000D-09-0020. The Plan is posted on SRP’s OASIS under the Transmission Planning folder as “SRP Tran Plan 09”, as cited in SRP’s OATT Attachment K, Section II.A.3.b.ii.

January 8, 2009

SRP is participating in a WestConnect Flow Base Work Group. On January 19, 2009, the work group will have another meeting, during which SRP will present analysis of actual flow versus net schedules on the PVTS paths for the summer months of 2008. The presentation materials are located in the “Flow Base Work Group” folder. This is preliminary research to lay groundwork for a possible EXPERIMENT for freeing up ATC on a day and hour ahead basis. NEW POTENTIAL RESTRICTIONS ON ROLL OVER RIGHTS

Current and pending North America Electric Reliability Corporation Reliability Standards may require SRP to recalculate total transfer capability (TTC) and available transmission capability (ATC) for SRP transmission lines.  In the future, if and when SRP is obligated to change TTC and/or ATC values, SRP may also be required to restrict eligibility for rollover rights in transmission service agreements to ensure SRP retains sufficient transmission for service to SRP retail loads.

Salt River Project (SRP) and Arizona Public Service Company (APS) will hold a joint 4th Quarter Public Planning Meeting on December 10, 2008, 10:00 a.m. – 12:00 noon, pursuant to Section II.B of Attachment K of SRP’s Open Access Transmission Tariff (“OATT”) and Section II.B of Attachment E of APS’s OATT. The Stakeholder Q4 Map document posted in the Transmission Planning folder shows the meeting location. The draft agenda and meeting registration form are posted in the Transmission Planning folder in the Stakeholder Q4 Agenda document. Those planning to attend should complete and turn in the meeting registration form by December 1, 2008, as directed on the form.

October 16, 2008

On October 15, 2008 the Palo Verde (PV)-Pinal West (PW) Project went into commercial operation. The participants of that project have posted this new path to their OASIS. The electrical districts do not operate an OASIS and inquires directed to the electrical districts should be directed to Tom Martin at tmartin@ed2.com for ED2 and Dennis Delaney at dld@krsaline.com for ED3 and ED4.

October 14, 2008

On October 15, 2008 the Palo Verde (PV)-Pinal West (PW) Project will be put into commercial operation. The PV-PW Project consists of a 500kV line that connects the Palo Verde area to the Pinal West Switchyard. The Pinal West Switchyard is located near Mobile, Arizona. The PV-PW Project has 6 Participants: Electrical District 2 (ED2), Electrical District 3 (ED3), Electrical District 4 (ED4), Salt River Project (SRP), Southwest Transmission Cooperative (SWTC) and Tucson Electric Power Company (TEP). The Total Transfer Capability (TTC) of the new line is 500 MW and will be split amongst the participants per their Ownership Interest. On October 15, 2008, no earlier than 0900 MST, the PV-PW Project Participants, will post the new path.

The PV-PW Project is part of the PV-East Cutset. The commercial operation of this line will have no impacts to current TTC on the Palo Verde Transmission System (PVTS) or the Southwest Valley Transmission Project (SWVP).

Tentative Timeline-Major Projects Construction & Outage Schedule

The “Tentative Timeline-Major Projects Construction & Outage Schedule” is posted in the Outages folder. It's available inform our customers of upcoming outages, over the next 8 months, needed to help facilitate major upgrades to the SRP system.

This is a tentative timeline so outages may shift in timing and/or duration. As noted on the timeline, outages are represented in red.

SRP will continue to process outages in our normal fashion and give our customers as much advanced notice as possible once the outage has been finalized.

Customer’s reservation reductions will be viewable in the reduction summary once the outage has been processed.

CONDITIONAL CURTAILMENT OPTION - COMMENTS NEEDED

SRP has posted a draft Business Practice titled “Conditional Curtailment Option” (version 0) under the "Draft for Customer Review" folder in “Business Practices.” Pursuant to the SRP Business Practice “Development and Posting of Business Practices” (version 0), SRP invites comments on the draft Conditional Curtailment Option Business Practice.

Comments are due within ten (10) calendar days of the date of this posting.

DUE DATE FOR TRANSMISSION CUSTOMER DATA SUBMISSION

September 1, 2008 is the due date for all SRP Transmission Customers to submit their 10-year projections of their loads, resources, and transmission requirements. These data will be incorporated by SRP’s Transmission Planning Department into SRP’s annual 10-year transmission plan.

August 6, 2008

In January of 2007 SRP initiated the WECC Rating Process for Path 54 in an effort to update the path rating and to redefine the path. In the fall of 2007 SRP concluded the WECC Rating Process at which time Path 54 was redefined from a two-line definition to a one-line definition, Coronado/Silverking with a rating of 1133 MW.

As a result of the new Path 54 definition the Coronado/Cholla line was no longer a part of Path 54 and a path rating needed to be established specific to this path. SRP performed the necessary study work per NERC Standard MOD-029-1 Rated System Path Methodology. SRP has shared the results of the study with APS and has addressed any concerns/comments that they had. SRP has concluded its study work and has determined the new total transfer capability (TTC) for Coronado/Cholla to be 315 MW and the new TTC for Cholla/Coronado to be 507 MW. These new TTC values are in effect as of 08/01/2008.

April 10, 2008:

New Transmission Rates Effective May 1, 2008

As previously detailed, the Salt River Project has undertaken a public process to consider adjustments to rates for ancillary services, point-to-point transmission and the annual transmission revenue requirement for network integration transmission service. The Board of Directors for the Salt River Project has now approved new rates for these services.

The new rates are provided in the “Transmission Prices Eff 5/1/08” file located in the Rate Summary folder.

These new rates are effective May 1, 2008.

March 27, 2008:

Transition Process for New Five Year Rollover Requirement

SRP is phasing in a new minimum five-year reservation requirement for rollover rights. Once a Customer has a five-year reservation with rollover rights the Customer must notify SRP no later than one year prior to the end of the five-year reservation of the Customer’s intention to rollover the current reservation. The transition process permits SRP Customers up to two years to comply with the new mandatory minimum reservation period for rollover rights.

March 10, 2008:

Board Apporved Tariff

The SRP Board of Directors approved the SRP Comparability Open Access Transmission Tariff (OATT) at the public meeting held March 3, 2008. The Board resolution establishes an effective date of March 31, 2008 for the SRP Comparability OATT with two exceptions. The exceptions below will be implemented upon finalization of business practices and operating procedures:

1) Part IV Generation Integration Transmission Service

2) All penalty provisions
