Transmission Service Offerings for the
Phase I/II HVDC-TF Intertie with Hydro-Québec

The list of all Interconnection Rights Holders (IRH), including those that are Schedule 20A Service Providers, and their respective Phase I and Phase II Percentage Interest and Combined Percentage Interest MW share of the 2,000 MW Nominal Transfer Capability of the Phase II tie is provided in the table below.  The table is presented in three (3) sections: (A) the IRH that are Schedule 20A Service Providers offering service over the Phase I/II HVDC-TF pursuant to Schedule 20A to Section II of the ISO Tariff; (B) the IRH offering their share of the Phase I/II HVDC-TF through a Schedule 20A Service Provider listed in section (A); and (C) the IRH who are not currently offering their share of the Phase I/II HVDC-TF.  Clicking on the highlighted Schedule 20A Service Provider will bring you directly to their Transmission Provider Page on the ISO OASIS where an eligible customer can query and obtain Phase I/II HVDC-TF transmission services.

A customer wishing to move energy into or out of the New England Control Area over the Phase I/II HVDC-TF must acquire an advance reservation for transmission service over the facility by contacting a Schedule 20A Service Provider that is identified in section (A) of the table below, and include the OASIS reservation information in the submittal of Phase I/II HVDC-TF External Transaction to the ISO market system.

		The following IRH Share of the Tie is offered through the SSP BHE: PP&L Energy Plus Co.
A- ES		Eversource Energy Service Company (ES) Percentage Interest entitlements included in its Phase I/II-TF Service offering reflects the Percentage Interest entitlements from other IRHs. ES (Percentage Interest: Phase I = 34.22% and Phase II = 32.77%).  ES posts the aggregate Share of the Tie pursuant to the ES Schedule 20A under Part II of the ISO Tariff (for more information go to: http://www.oatioasis.com/NU). Northeast Utilities Service Company changed its name to ES on July 1, 2015.
		The following IRH Share of the Tie are offered through SSP ES: Connecticut Light and Power Company; Public Service Company of New Hampshire; and NSTAR (only the portion of the IRH Share formerly owned by Western Massachusetts Electric Company, which has been merged into NSTAR Electric Company; see Note B-NStar2).
B- GMP		Green Mountain Power Company (GMP) Percentage Interest entitlements included in its Phase I/II-TF Service offering reflects its Percentage Interest entitlement and the Percentage Interest entitlements from other IRHs. B- NEP		New England Power Company (NEP) Percentage Interest entitlements included in its Phase I/II-TF Service offering reflects the Percentage Interest entitlements for NEP and the NEP affiliates, which include Montaup Electric Company and Newport Electric Corporation.  NEP (Percentage Interest: Phase I = 17.96963% and Phase II = 18.5316%); Montaup Electric Company (Percentage Interest: Phase I = 3.5777% and Phase II = 3.634%); and Newport Electric Corporation (Percentage Interest: Phase I = 0.44217% and Phase II = 0.4502%).  NEP posts the aggregate Share of the Tie pursuant to the NEP Schedule 20A under Part II of the ISO Tariff (for more information go to: http://www.oatioasis.com/NEP).
B- NSTAR1		NSTAR Electric Company (NSTAR) Percentage Interest entitlements (referred to herein as NSTAR (East)) include service from the Percentage Interest entitlements of the former affiliates that were merged into NSTAR, which include Boston Edison Company and Commonwealth/Canal Electric Company but do not include the Percentage Interest entitlements of Western Massachusetts Electric Company for purposes of service under Schedule 20A-NSTAR).  NSTAR: Percentage Interest: Phase I = 0.00%; Phase II = 0.00%; Boston Edison Company: Percentage Interest: Phase I = 11.24796%; Phase II = 11.0909% and Commonwealth/Canal Electric Company: Percentage Interest: Phase I = 3.72867%; Phase II = 3.7964%. B- NSTAR2		Effective March 2, 2018, the Western Massachusetts Electric Company (including its Percentage Interest of Phase I = 3.88091%; Phase II = 3.95150%) was absorbed into NSTAR and these Percentage Interest values continue to be offered by the ES SSP (see Note A-ES).
B- VEC		Vermont Electric Co-Op (VEC) Percentage Interest entitlements included in its Phase I/II-TF Service offering reflects the Percentage Interest entitlements from other IRHs.  VEC (Percentage Interest: Phase I = 0.00% and Phase II = 0.00%); Citizens Utilities Co. (Percentage Interest: Phase I = 0.43984% and Phase II = 0.5188%).  VEC posts the aggregate Share of the Tie pursuant to the VEC Schedule 20A under Part II of the ISO Tariff (for more information go to: http://www.oatioasis.com/VECT).
C- VPPSA		Vermont Public Power Supply Authority (VPPSA) Percentage Interest entitlements include Percentage Interest entitlements from Enosburg Falls (Percentage Interest: Phase I = 0.03142% and Phase II = 0%), Hardwick (Percentage Interest: Phase I = 0.0629% and Phase II = 0%), Ludlow (Percentage Interest: Phase I = 0.05757% and Phase II = 0%), Lyndonville (Percentage Interest: Phase I = 0.10768% and Phase II = 0%), Morrisville (Percentage Interest: Phase I = 0.09811% and Phase II = 0%), Northfield (Percentage Interest: Phase I = 0.05378% and; Phase II = 0%), Swanton (Percentage Interest: Phase I = 0.09219% and Phase II = 0%) and Washington Coop. (Percentage Interest: Phase I = 0.11672% and Phase II = 0%).
Calculation of MW Share of the 2,000 MW Phase I/II HVDC-TF: The values in the table above represent the current respective Percentage Interests in Phase I and Phase II of each IRH.  These values are reflective of the respective share of the costs of the Phase I and Phase II facilities that these IRH support, directly or indirectly, under the Phase I and Phase II Support Agreements.  The Combined Percentage Interest is derived in accordance with the following formula: {[(Phase I Percentage Interest x 690) + (Phase II Percentage Interest x 1,310)] / 2,000}.  The calculation of each IRH’s “Share of Tie” is based on their respective Combined Percentage Interest divided by 100, multiplied by the Phase II Nominal Transfer Capability of 2,000 MW, and rounded down to whole MW.  [Note: If one were to sum the Percentage Interest values for all IRH listed in the table above, the totals would be greater than 100% because the "Share of the Tie" for IRH listed in Section (B) of the table is also reflected in the "MWs of Transmission Service Offered" for the Schedule 20A Service Providers that offer service on behalf of the IRH listed in Section (A) of the table.  For this reason, the Schedule 20A Service Providers in Section (A) of the table are excluded from the grand total above to avoid double-counting.]
