NOTICE OF OASIS HOST CHANGE

Effective May 1, 2007, 10:00 AM EDT

Prior to 09:45 AM EDT May 1, 2007 – Customers continue to use the current

SIEMENS FLOASIS system to enter and act on OASIS reservations involving

FPC.

09:45 AM EDT May 1, 2007 – All entry or modification of requests for

transmission service on FPC/Progress Energy transmission system using

the SIEMENS FLOASIS system shall cease.

10:00 AM EDT May 1, 2007 – All entry and modification of requests for

transmission service on FPC/Progress Energy transmission system using

OATI webOASIS commences.  All active or pending reservations present

on the SIEMENS FLOASIS system will have been migrated to and

be present in the OATI webOASIS system.

Transmission Loss Factor Changes Effective May 1:  The transmission loss factor will become 2.1% effective May 1, 2007.  For those customers who use the transmission loss calculator spreadsheet to determine transaction POR/POD values including losses, make certain that you begin using the new transmission loss calculator spreadsheet on May 1.  The loss calculator spreadsheet is located in the Transmission Services Information folder on the PEF OASIS.

Change in PEF Transmission Loss Calculation Methodology:  There will be a change in the PEF transmission loss calculation methodology effective with the transfer to the OATI OASIS at 10 am EDT on May 1, 2007.  The fractional part of the previous hour losses will no longer be zeroed and the losses calculation reset at the end of on-peak or off-peak periods in which the transaction was initiated.  This change is being made to make the PEF loss methodology consistent with the automated validation of losses in the OATI OASIS product.

Customer Access to PEF OATI OASIS:  Transmission Customers of FPC/Progress Energy should contact OATI’s Help Desk if they do NOT already have access to OATI webOASIS for submitting requests for service from other Transmission Providers (e.g., CPL, DUKE).

Migration of Automated OASIS Queries:  Transmission Customers using automated query/template software should note the following:

Automated query URL: https://www.oatioasis.com/OASIS/<provider>/data/<template>?

Mandatory URL parameters: user=<user name>&passwd=<password&

Note that the mandatory URL parameters must be present on either a

GET or POST submission to webOASIS.  If using GET method, you must

also supply the S&CP required “header” data elements.
