Entergy Transmission's Order
890-compliant business practices are contained in Attachments C, D, and E of
the Entergy OATT submitted on July 13, 2007, in Entergy's Order 890 compliance filing
and as amended in Entergy’s Order 890A compliance filing. These compliance filings may be viewed at tariffs1.html. The prior versions of Attachments B, C, and D, which
describe the System Impact Study and Facilities Study Process and Transmission
Service Processing are located under the “2006 Criteria Manuals link below, and
will remain on Entergy's OASIS site pending FERC approval of the Order
890/890A compliance filings and the completion of the ICT stakeholder process
to review those Attachments. To the extent that there
is any inconsistency between the System Impact Study and Facilities Study
Process Manual or the Transmission Service Processing Manual, the Attachments
to the OATT will control. Interim business practices specifically
addressing the implementation of certain activities on OASIS may, however,
continue to be utilized by Entergy and the ICT to provide transmission
customers with OASIS operating instructions, restrictions, and/or other details
not included in Attachments C, D, and E of the Entergy OATT, as they provide
valuable information or clarification on the navigation or use of Entergy’s
OASIS. These interim business practices
will only be modified in response to agency orders, agency mandates, or other
agency action, modifications to regulatory requirements, or to improve the
efficiency or reliability of Entergy’s or the ICT’s operations.
The Transmission Provider
will not modify any OASIS business practices (including but not limited to TSR
Processing Criteria or the Transmission Study Criteria as provided in Section
5.3 of Attachment S to Entergy's OATT) without providing prior notice and
opportunity for review and approval to the ICT. The ICT may independently
propose that the Transmission Provider modify its OASIS business practices
(including but not limited to Transmission Study Criteria or TSR Processing
Criteria as provided in Section 5.3 of Attachment S to Entergy's OATT) by
raising such a proposal with the Transmission Provider, the Transmission
Service Stakeholder Process, or in a report to Interested Governmental Agencies
under Attachment S. The ICT will post
notice of any modification to the existing OASIS business practices (including
but not limited to Transmission Study Criteria or TSR Processing Criteria as
provided in Section 5.3 of Attachment S to Entergy's OATT) on Entergy’s OASIS.
All modifications to business practices will be posted on the OASIS business
practices webpage of Entergy’s OASIS at least one business day prior to its
effective date unless the ICT and Entergy agree
that immediate implementation of a modification is necessary to protect
reliability. All modifications will be
announced to OASIS users via a scrolling banner on the OASIS home page on the
date of posting.
