Notice of RTO Operations Date

The New England transmission owners and ISO-NE have agreed to implement the RTO effective February 1, 2005. Central Vermont Public Service Corporation (“CV”) is one of the Participating Transmission Owners of the RTO. Under the RTO, both regional and local transmission services will be provided under a single ISO Tariff. The ISO Tariff has superceded the Open Access Transmission Tariff (“OATT”) of CV that was in effect prior to the RTO. Schedule 21 of the Tariff contains the terms and conditions that are common for all local transmission service within the region. Additionally, Schedule 21-CV contains any and all rates, terms and conditions specific to Local Service. The ISO Tariff does not substantively change the rates, terms and conditions contained in the CV OATT in effect prior to the RTO. In order to maintain continuity of service to CV’s OATT customers, all Transmission Service Agreements in effect on January 31, 2005 will continue under Schedule 21-CV of the ISO Tariff for their full term.
